Please note that the attached staff report is a skeleton version
as the bids will net be opened until Monday, April 27, 1987.
A completed staff report with a recommendation as to selected
contractor and appropriate budget analysis will be available at
the meeting on Tuesday evening.
We apologize for the short turn-around but would like to keep the
project on an expedited schedule to the degree possible.

Award of Contract for the Remodel of the Main Library
SUBJECT:
Introduction
This report requests that the City Council award a contract for
the remodel of the Main Library to -----------
responsible bidder, in the amount of $------.

Background
At the April 22, 1986, Council directed staff to abate the Main
Library of asbestos and remodel the Library to improve the
efficiency of the work space/ provide additional space wherever
possible for public use, and to restore interior finishes.
contracts for asbestos abatement work, moving and interim storage
of the Library furnishings and stacks,
and construction
management of these projects were awarded at the July 29, 1986,
meeting. On August 12, 1986, a contract was awarded to A. Quincy
Jones and Associates, Architects, to design the remodel of the
Library.
The remodel project consists of:
Reinsulation of all supply ducts
Remodeled main entrance lobby
New Audio Visual area
Relocated Circulation Department
Remodeled Technical Services Room

Relocation of service areas and new circulation
patterns
Complete refinishing of interior surfaces. This
includes fabric wall coverings in the back of the
Auditorium, Conference Room, staff room, south
wall of office on first floor, and aisles in
second floor surrounding the full height ceiling.
The existing wood paneling at main entry and all
cabinetry will be refinished. All other walls
will be painted.
New interior lighting system which includes
fluorescent lighting in all main reading areas,
and recessed fixtures in the Technical Services
Room, Circulation Work Room and staff offices.
New floor coverings which includes resilient floor
tile in foyer of Audi toriuln in basement, and in
the Technical services area, and work and storage
areas on Second floor. All other areas will be
carpeted.
All ceilings on the first and second floors and
the basement Conference Room will receive new
acoustical tiles.
Exposed trusses in Main Reading Room will receive
plaster and paint.
All doors and frames will be repainted.

stored at the Airport and the SDC Building on Colorado Blvd. will
be moved back to the Library in November and December. It is
anticipated that the Main Library will be opened to the public by
mid-December. A formal opening will be scheduled for January.
The plans and specifications of the Library remodel were
completed by the consultant and reviewed by ci ty staff. A
Notice Inviting Bids was published on March 26th and 27th, 1987,
in the Evening outlook, four construction journals, and seven
minority associations. Plans and specifications were issued to
twelve contractors. Bids were opened and read publicly on April
27, 1987, by the Deputy City Clerk.

Yesterday we were the low bIdder of three prIme bIds receIved for the remodel of
the maIn lIbrary In Santa MonIca.
ThIS mornIng we were told by your EngIneerIng Department that the project poSSIbly
w 111 be re- bId.
We WIsh to pOInt out to the counCIl that we submItted a proper, competItIve bId.
We receIved complete coverage of all trades and, In most cases, had three or more
subcontractors coverIng each trade. SImIlarly, each prIme bIdder submItted,
as a part of theIr bId) a lIst of subcontractors for the major trades. Each
lIstIng amounted to SIX or seven subcontractors per prIme bidder, and name~ ll~
were dIfferent for each prIme bIdder: this shows a complete coverage. and a mul-
tItude of tradesmen Involved in the lIbrary bId of AprIl 27th.
A rebId of the lIbrary project WIll not create a major dollar change unless the
QualIty of the project IS sacrIfIced.
We respectfully request that the bId of the H.A. KAUFMAN Company. properly sUnltDOO
on Aprll 27th, be accepted, and that a contract be lssued based thereon.
