SUBJECT: RECOMMENDATION TO ADOPT RESOLUTION AUTHORIZING
APPLICATION FOR PER CAPITA GRANT PROGRAM
INTRODUCTION
This report requests that the city council approve a resolution
authorizing application for grant funds under the Per Capita
Grant Program of the California Wildlife, Coastal and Park Land
Conservation Bond Act of 1988 and requests that the City Manager
be authorized to apply for such funds.
BACKGROUND
A Per Capita Grant Program grant in the amount of $293,000 is
available to the City as part of the California Wildlife, Coastal
and Park Land Conservation Fund Act of 1988. The minimum
amount for any individual project is $20,000. An "individual
projectll may consist of similar activities at different
locations, each of which may be less that $20,000, as long as the
total project exceeds that amount (i.e. tennis court resurfacing

at several parks, etc. ) or the entire amount may be invested in
one larger project. The monies allocated to Santa Monica require
application by January 13, 1989. The State has indicated that
general Santa Monica parks development is an appropriate
application at this time since no specific project has yet been
determined by staff.
Eligible projects include acquisition, development,
rehabilitation or historic preservation.
Ineligible projects include projects located on school properties
that are expressly for educational purposes: projects
traditionally provided by the private, non-government sector or
by concessionaires; master planning for park acquisition and
development; highway beautification and parking for other than
recreation purposes, and operations and maintenance.
City staff will determine project priorities for the available
grant funding as a part of the FY 1989-90 Capital Improvements
Project budget which will then be presented to the city Council
as part of the budget process.
BUDGET/FINANCIAL IMPACT
The allocation will represent an increase in budgeted revenues
available to the city. Staff will recommend necessary budget
action to allow receipt of the revenue and appropriation of funds
for development at the time the funds are received.

RECOMMENDATION
Staff recommends that the city Council:
l. Adopt the attached resolution authorizing application for per
capita Grant Program funds;
2. Authorize the City Manager to execute the necessary documents
to apply for the funds.

RESOLUTION NO. 7744(CCS)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA APPROVING THE APPLICATION FOR GRANT FUNDS FOR
THE PER CAPITA GRANT PROGRAM UNDER THE CALIFORNIA
WILDLIFE, COASTAL, AND PARK LAND CONSERVATION ACT OF
1988 FOR DEVELOPMENT OF SANTA MONICA PARKS
WHEREAS, the people of the state of California have enacted
the California Wildlife, Coastal, and Park Land Conservation Act
of 1988, which provided funds to the State of California and its
political subdivisions for acquiring or developing facilities for
public recreational and open space purposes; and
WHEREAS, the state Department of Parks and Recreation has
been delegated the responsibility for the administration of the
program within the state, setting up necessary procedures
governing application by local agencies under the program; and
WHEREAS, said procedures established by the state Department
of Parks and Recreation required the applicant to certify by
resolution the approval of application(s) before submission of
said application(s) to the state; and
WHEREAS, said application(s) contain assurances with which
the applicant must comply; and
WHEREAS, the applicant will enter into an agreement with the

state of California for acquisition or development of the
project(s),
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION l. The city Council approves the filing of an
application for the Per Capita Grant Program under the California
Wildlife, Coastal, and Park Land Conversation Act of 1988 state
grant assistance for Santa Monica Parks development.
SECTION 2 . The City council certifies that the City
understands and will comply with the assurances required under
this program.
SECTION 3. The city Council certifies that the City has or
will have sufficient funds to operate and maintain the
project(s).
SECTION 4. The city Council authorizes the City Manager of
the City of Santa Monica to conduct all negotiations, execute and
submit all documents including, but not limited to applications,
agreements, amendments, and payment requests, which may be
necessary for the completion of the aforementioned project(s) .
SECTION 5. The city Council authorizes the City Attorney as
legal counsel for the City to sign any legal certifications
required under this program.
SECTION 6. The City Clerk shall certify to the adoption of

in full force and effect.
