SUBJECT Recommendation to waive Bid Procedure and to authorize
direct negotiation for the Procurement of Hardware
for Exhibit Booths.
Introduction
This report concerns the procurement of hardware for exhibit
booth draperies at the Civic Auditorium. The expenditure
during Fiscal year 1980-81 for this renuirement is estimated
to be $9,000,00 Funds will be withdra~~ from account
10-400-621-000-950,
Background
The Civic Auditorium has used the Hardware of Lawrence Metal
Products for several years with excellent results As a result
of considerable research, staff has determined this to be a
Proprietary Procurement for two reasons. One the configuration
and mechanical application of this hardware does not permit
compatability with any other manufacturer's product. Tw~.Com-
munication with Lawrence Metal Products has revealed that they
have no dealers or distributors, thus necessitating a direct
procureflent from the factory.
Recorrnnendation
It is recommended that the Council adopt the resolution to waive
the Bid Procedure Requirement in this instance and authorize the
City Manager to execute a sole source Procurement of t~is hardware.

OF SANTA MONICA WAIVI~G FURTHER FOR}ML BID
PROCEDURE AND AUTHORIZING DIRECT NEGOTIATION
FOR PURCHASE OF HARDWARE FOR EXHIBIT BOOTHS
AND CUSTOM DRAPERIES.
t.JHE REAS , the City of Santa Monica Civic Auditorium has a
requirement for "Quick-Snap" Hardware for Exhibit Booths and
Custom Draperies,
t.JHEREAS, only one (1) source, Lawrence Metal Products can
supply the Hardware necessary to satisfy the City's Requirements.
t...TH.EREAS, to the best of Staff's knowledge only one company
can supply hardware necessary to be compatible with existing
Exhibit Booth Hardware and Custom Draperies in the Civic
Auditorium.
NOW THEREFORE. THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION l. That the City Council finds that the requirement
e~ists to purchase the Quick-Snap Hardware.
SECTION 2. That further bid solicitation would cause
unnecessary expense and delay.
SECTION 3. That the City Manager is hereby authorized to
excute a purchase agreement for the equipment.
SECTION 4 The City Clerk shall certify to the adoption of
this resolution, and thenceforth and thereafter the same shall be
in full force and effect.
