Thi report concerns a plan for the disposal of waste materials
colle ted by the Refuse Collection Division and the Street
Mainte nee Division of the General Service Department. As an
aid to t e implementation of this plan the Council is requested
_ rmal bidding on the use by the City of private dump
sites.
Background \
\

The City has beeh\using the County's Mission Canyon Sanitary
Land Fill operati~~ dispose of the waste products incidental to
the refuse collecti and street maintenance operations. The
County will close the Mission Canyon fill in the near future, leaving

the City with the probl~ of waste disposal. Research by staff
has determined that ther~are only two dump sites within
reasonable driving distanc of Santa Monica which are open for
business during extended ho s which are capable of fullfilling
the City's requirements. The City needs the flexibility to use
both of these facilities as nee s occur. BFI, Waste Systems in
Sylmar, California and Valley Re~lamation Center in Sunland,
California. Waste disposal for t~ext twelve months using
these two facilities is estimated a approximately $50,000.00
for the Street Division and $250,OOO.~? for the Refuse Division

Reconrrnendation \

Staff of General Services and Purchasing r~commend that the staff
,
be authorized to use BFI Waste Systems and ~alley Reclamation
Center for the next twelve months, at the best prices available
at the time at either site, and that formal bidding process
be waived during the twelve month period as stated in the
attached resolution.

S~~TA MONICA WAIVING FO~~ BIDDING PROCEDURES
M~D AUTHORIZI~G THE CITY MANAGER TO PURCHASE
EXPE&~~TAL REFUSE DISPOSAL PlJU~.
WHEREAS, the City has need to dispose of waste materials
incidental to the Refuse Collection ~Ld Street ~aintenance
operations of the General Services Department and,
WHEREAS, the department desires to develop disposal patterns
through a plan utilizing two San Fernando Valley Dumpsites
alternatively, to the best advantage of the City.
NOw THEREFORE 1 THE CITY COUNCIL OF THE CITY OF S~TA MONICA
DOES RESOLVE AS FOLLOWS.
SECTIml 1. For,nal bidding proceedures for this waste disposal
would be of no avail and would cause unnecessary expense and
delay.
SECTION 2. Formal bidding process for the procure~ent of
dump sites for these ~ast;s is hereby waived.
SECTION 3. The City Manager is hereby authorized to execute
a contract with any of the several dumpsites available for this
project.
