This report recommends that Councll adopt a resolutIon waIVIng
bIdding reqUIrements for the Installation of securIty lIghtIng at
VlrgHlia Avenue Park and authorIze the work be performed by CIty
Forces.
Background
DurIng the 1985-86 budget session, the City Gourcll approprIated
$6,000 from Commuril ty Development Block Grant furds for the
irstallatlon of securIty 11ghtH'ig at VirgInIa Park. PlaT'S and
speCifIcations were prepared and a NotIce Inviting Bids was
advertised on May 5 and 6, 1986. No bids were received from ar:y
contractors on the scheduled bid ope~lng date of May 28, 1986.
The two contractors who picked up bid packages were contacted to
ascertaIn why they did not submit a bid. The contractors
reported that the paperwork reqUIred to submlt a bId for thIS
federally-funded project was exceSSlve for the small dollar
amount ($6,OOO.OO).

RecommendatIon

performed by City Forces.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
THE CITY OF SANTA MONICA WAIVING BIDDING
REQUIREMENTS ON THE INSTALLATION OF SECURITY
LIGHTING AT VIRGINIA PARK AND AUTHORIZING THAT
THE WORK BE PERFORMED BY CITY FORCES
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
WHEREAS, the Clty deSIres to construct securIty
lIghtir,g at VIrgIr.ia Parki and
WHEREAS, Section 608 of the Clty Charter reqUIres that
all publIC works contracts exceedIng $5,000 shall be bId
publiclYi and
WHEREAS, the cost of the proJect exceeds $5,000,
therefore, City staff requested bids from cor-tractors to
construct the security llghtirg proJect Hi accordance wlth
SectIon 608 of the CIty Charter; and
TdHEREAS, SectIon 608 of the City Charter further states
that If r:o bids are received CIty Cour:Cll may declare that the
work may be performed more economically with Clty forces; and
WHEREAS, no bIds were received for thls prOJect; and
WHEREAS, Clty Forces are prepared to conduct the work,

NmJ, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SectIon 1 . The CIty Council hereby waIves bIddIng
procedures and authorIzes CIty forces to construct securIty
lIghtIng at VIrgInIa Avenue Park.
Section 2. The City Clerk shall certIfy to the
adoptIon of thIS ResolutIon, ar.d thenceforth and thereafter the
same shall be In full force and effect.
