SUBJECT. Recommendation to waive Formal Bid Procedures R..enairing
Upsrading and Retrofitting Fire Engine #3
Introduction:
This report concerns a request to waive formal bid nrocedures
as they relate to repairing, upgrading and retrofitting the
Fire Departments Engine 13. Funds in the a~ount of S48,13~.00
have been budgeted in account no. 01-300-311-000-292
for this purpose
Background
The Fire Department wishes to upgrade Engine fr3 therebv enabling
it to adequately serve the City as a "~eserve Truck: Comnanv".
The installation of a snecia1 Diesel Engine cOMpatible with the
existing transmission, re-working and certification of the
aerial ladder, procurement and installation of stabilizing out-
riggers, change-over of the braking svstem, sheet metal work for
additional compartmentation, cab modifications, nainting etc. are
example of the many and varied operations to be Derformed
Extensive research by Staff has revealed conclusively that
because of the complexity of this type of eaui~ment, because of
its age (20 years) its many different comoonents, lts ~any necessary
modifications as well as reDlace~ent and possible rebuilding
of existing parts,l t vdl1 necessitcte the utilization of
numerous vendors service, as \o1el1 as suoplies, narts, etc. In
addition, several of the vendors are exclusive franchised
factory dealers, thus resulting in numerous "Proprietarv
Procurements"
Reconrrnendation
It is recouruended that Formal Bid vrocedures be waived and
the Fire Department be authorized to retrofit Engine #3 in
accordance with their requirements.It is further recommended
tha t wher ever and whenever possible, competitive costs be
obtained and the lowest and ~ price be utilized. 6-(T

OF SANTA MONICA WAIVING FURTHER FO~MAL BID
PROCEDURE AND AUTHORIZING DIRECT NEGOTIATION
FOR UPGRADING & RETROFITTING FIRE DEPAR~mNT
ENGINE 11 3
HHEREAS , the City of Santa Monica Fire Department has a
requirement for Retrofitting & Upgrading Fire Department Engine

1~EREAS. Funds in the amount of $48.136.00 have been
budgeted for this purpose.
WHEREAS, to the best of Staff's knowledge no single company
can supply the necessary services, material and labor to fullfill
this requirement.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ~ONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that the requirement
exists to upgrade and retrofit Engine #3.
SECTION 2. That formal bid solicitation would cause
unnecessary expense and delay.
SECTION 3. That the City Manager is hereby authorized to
waive formal bid procedures.
SECTION 4. The City Clerk shall certify to the adoption of
this resolutfon. and thenceforth and thereafter the same shall be
in full force and effect.
