Recommendation to waive bid for Restoration of Carousel.
Introduction
This report concerns award to restore Carousel in the estimated
a~ount of $150,000.00 including applicable sales tax. Funds
for this purchase have been appropriated by City Council on
November 26, 1980.
Background
As a result of the default of the Carousel Corporation to perform
necessary requirements Council has authorized restoration of the
Carousel at city expense.
Recommendation
It is recommended the attached resolution waiving bids be adopted

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA WAIVING FURTHER FORMAL BID
PROCEDURE AND AUTHORIZING DIRECT NEGOTIATION
FOR RESTORATION OF CAROUSEL.
villEREAS, The City of Santa Monica Administrative Services
has a requirement for the Restoration of the Carousel.
WHEREAS, The City Council appropriated $150,000.00 for
this requirement on November 26, 1980
WHEREAS, Time is a vital factor and these services are not
available on the open market.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that the requirement
exists to restore the Carousel.
SECTION 2. That Formal bid solicitation would cause un-
necessary expense and delay. and is hereby waived.

SECTION 3. That the City Manager is hereby authorized to
execute an agreement for the restoration of the Carousel.
SECTION 4. The City Clerk shall certify to the adoption of
this resolution. and thenceforth and thereafter the same shall
be in full force and effect.
