Recommendation to Waive Bid Procedure for the
Procurement of Hei1 Packer Body Repair Parts
Introductlon
This report concerns walvlng of bid procedures for the Procurement
of Packer Body Parts-effective February 1, 1981 through January
31, 1982 in the not to exceed amount of $20,000 00 Funds for
this purchase have been budgeted in account nu~ber 27-500-441-000-
292.

Research by
staff has deterMined Heil Packer Bodv Parts to be a

llProprietary" procurement. No other Packer Body Parts are
compatible with Heil's Equipment and staff communication with
the factory has revealed their sole distributor in this
area is Universal Truck Body, Inc.
Recommendation
It lS recommended the council adopt the resolution to
waive the bid procedure requirement and authorize the City
Manager to execute a sole source procurement for this requirement.

OF SANTA MONICA WAIVING FURTHER FOR1AL BID
PROCEDURE AND AUTHORIZING DIRECT NEGOTIATION FOR
PURCHASE OF HElL PACKER BODY REPAIR PARTS.
~~EREASJ the City of Santa Monica Mechanical Maintenance
Department has a requirement for Heil Packer Body Repair Parts
liHEREAS. only one (1) source can sUDply the parts nec-
essary to satisfy the City's requir~ments
liHEREAS. to the best of Staff's knowledge only one company,
Universal Truck Body. Inc. is the only distributo~. in this area.
NOW THEREFORE. THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that the requirement
exists to purchase the Reil Packer Body Repair Parts.
SECTION 2. That further bid solicitation would cause
unnecessary expense and delay.
SECTION 3. That the City Manager is hereby authorized to
excute a sole source purchase agreement for the equipment.
SECTION 4. The city Clerk shall certify to the adoption of
this resolution, and thenceforth and thereafter the same shall be
in full force and effect.
