SUBJECT. Recommendation to Waive Formal Bid Procedures for
a Software System
Introduction
This report concerns sole source procurement for a Software
System in the total amount of $7,500.00 including applicable sales
tax. Funds for this purchase have been budgeted in account
number 01-100-223-000-950.
Background
Data Processing has a requirement for a Software System to be
run on the Citys' Hewlett-Packard Computer It must be written
in Cobal and Image Data Base languages and be compatible with
the Citys' existing Pobas Financial System Reasearch by Staff
reveals that the Aires Corporation is the only company uroviding
this program, thereby making this a sole source procurement.
Recommendation
It is recommended that the City Council waive formal bidding pro-
cedures and that the City Manager be authorized to execute a sole
source purchase agreement with the Aires Corporation in the

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA WAIVING FURTHER FORMAL BID
PROCEDURE AND AUTHORIZING DIRECT NEGOTIATION
FOR PURCHASE OF SOFTWARE SYSTEM.
~mEREAS , the city of Santa Monica Data Processing Department
has a requirement for a Property Accounting and Management System
Software Program
\VHEREAS, This program must be compatible with the Citys'
Pobas Financial System and be written in Cobel and Image Data
Base Language to be used on the Citys' Hewlett-Packard Computer
lffiEREAS , to the best of Staff's knowledge only one company
can supply this Software program.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1 That the City Council finds that the requirement

exists to purchase the Software program.
SECTION 2. That further bid solicitation would cause un-
necessary expense and delay
SECTION 3. That the City Manager is hereby authorized to
excute a purchase agreement for this Software program.
SECTION 4. The City Clerk shall certify to the adoption
of this resolution, and thenceforth and thereafter the same shall
be in full force and effect
