SUBJECT Recommendation to Waive Formal Bid Procedure for
the purchase of a High Pressure Automotive and Equinment
~.Jash Machine.
Introduction
This report concerns the purchase of a High Pressure Automotive and
Equipment Wash Machine for use in the Mechanical Maintenance Dent. in
in the total amount of $5,308.80 including applicable sales taK. Funds
for this purchase have been budgeted in account # 01-500-481-000-920.
Background
Extensive Market Research bv Staff has revealed there are four
Manufacturers capable of providing a High Pressure Wash ~achine
suitable for the Citys' requirements Sioux, A1kota, Hotsy, and
Allied Kelite.
The Sioux and Alkota machines are manufactured in the Midwest and
neither company has a service or parts replacement depot in this
area. This could result in extended as well as expensive delays
in the event of a breakdown.
Informal bids reveal that the Allied Kelite machines cost averages
more than $2,000.00 more than the other machines and is not re-
commended by Staff The Hotsy machine is widely used in this area
and service and replacement parts are available locally, consequently,
Staff recommends the purchase of the Hotsy Model 5832. (See
Mechanical Maintenance memo attached.)
Recommendation
It is recommended that the City Council waive the Formal Bidding
procedure and that the City ~anager be authorized to execute
a purchase agreement with the Hotsy Corporation in the total
amount not to exceed S5,308.80, including tax

SUBJECT. HIGH PRESSURE \-lASH t'ACHINE
The quotations submitted for the High Pressure Wash Machine were as follows:
1. Sioux - $4,523.25
2. Alkota - 4.645.00
3. Hotsy 5.308.80
4. All ied Kel He 7.055.07
Each of these machines, I am sure, are capable of supplying our cleaning
needs but the expected heavy use of this equip~ent is going to necessitate
the use of a local service source.
The Sioux Machine states that their warranty is not valid unless genuine
Sioux repair parts and washing solutions are used exclusively. This would
be difflcult due to the location of the source of supply. which is in
Beresford, South Dakota.
The Alkota is also a new machine to the Western United States. They have
only one machine operat~ng in California and that one is in San Diego.
Host of their machine sales are for export. Replacement parts and service
would have to be coordinated through their factory in South Dakota and San
Diego Steam Equipment in San Diego.
The Hotsy. Model 5832, is a machine which is widely used in this area and
serviced by factory representatives working out of Van Nuys and Anaheim
with an office soon to be opened in Santa Monica. Service to this machine
would be on a same day basis.
I strongly recommend that we purchase this machine even though the initial
cost would be $785.55 more than the lowest hid. Due to the proposed exten-
sive use of this machine. I feel this difference would be offset by the
service availdbillty and guaranteed continual use of this washer.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA WAIVING FURTHER FOR}~L BID
PROCEDURE AND AUTHORIZING DIRECT NEGOTIATION
FOR PURCHASE OF A HIGH PRESSURE WASH HACHINE
lJHEREAS , the City of Santa Monica Mechanical Maintenance Depart-
ment has a requirement for a High Pressure Wash Machin~ qnd
WHEREAS, Research by Staff has determined the Hotsy Hash
Machine is best suited to satisfy the City's requirements and
\lliEREAS , to the best of Staff's knowledge only one company
can supply the Hotsy Model 5832 HIgh Pressure Wash Machine
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that the requirement
exists to purchase the High Pressure Wash Machine
SECTION 2. That further bid solicitation would cause unnecessary
expens~ and delay
. SECTION 3 That the City Manager is hereby authorized to excute
a purchase agreement for the Hotsy Model ~32.
SECTION 4. The City Clerk shall certify to the adoption of
this resolution, and thenceforth and thereafter the same shall be in
full force and effect.
