SUBJECT: Reco~endation to Waive Formal Bidding to provide Labor,
Equipment and ~aterials for Irrigation Systems at two
Sites
Introduction
This report concerns walvlng of bid for labor, equipment and
materials necessary to install irrigation systems at Ocean Ave. c~
Montana and Colorado & Main Streets in the amount of $7,000.00.
Funds for this purchase are available in the Parks and the Redevelop-
ment department's current budget.

Staff recognizes the ability of the City to obtain a very favorable
price for the installation of two irrigation systems thru an ex-
peditious informal bidding process. Informal proposals from three
irrigation system contractors have been received and staff re-
quests waiving of Formal Bid Procedures.
Recommendation
It is recommended that the award be made to J & R Landscaue Co.
in the total amount of $7,000.00. including tax, for submitting
the lowest and best proposal.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA HAlVING FOn=tAL BID
PROCEDURE AND AUTHORIZING DIRECT NEGOTIATION
AND EXECUTION OF A CONTRACT FOR ~~O IRRIGATION
SYSTEMS.
"
WHEREAS, the City of Santa Monica Parks Division has a
requirement for installation of irrigation systems at a site at
Montana Ave. and Ocean Ave. and at a site at Colorado Blvd. and
Main St.. and
WHEREAS, through informal bidding J. & R. Landscaping has
submitted a bid which is the lowest and best bid by an unusually
large margin;
~OW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that the requirement
~xi3ts to install irrigation systems as noted above,
SECTION 2. That further bid solicitation would cause un-
necessary expense and delay, and is hereby waived
SECTION 3. That the City Manager is hereby authorized to
excute a purchase agreement for the irrigation systems
SECTION 4. The City Clerk shall certify to the adoption of
this resolution, and thenceforth and thereafter the same shall
be in full force and effect.
