SUBJECT: Request for Authorization to Waive Formal Bid Proceedures
to Pu~chase Certain Bus Repair Parts and Suop1ies.
Introduction
This report requests authorization to waive formal bid oroceedures
and purchase bus repair parts and supplies from various vendors
to expedite completion of necessary bus repairs.
Background.
In the past, bus reoair parts and supplies have been purchased
from various bidders in the onen market on an informal basis.
Recently more sophistacated accessoried buses(Gruman,GMC,k~G)
were purchased with special equipment such as air conditioning,
handicapped lifts, motorized headsigns, etc. The demand for
repair parts and supplies has increased to the uoint where in-
formal processes are no longer the most advantageious method of
procurement. Staff is in the process of establishing formal
bidding procedures to effect this type of procurement in the future.
In the interim, the needs of the Transportation Department are not
being met by the present bidding procedure.
Recommendation:
It is recommended that formal bidding procedures be waived
until June 30, 1981, to allow purchase of needed bus repair
parts and supplies. The amounts appear below. This allows time
for formal bidding processes to be developed.

The amounts will adequately cover any contingent need existing

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA WAIVING FOR}~L BID PROCEDURE AND
AUTHORIZING DIRECT NEGOTIATION FOR PURCHASE
OF BUS PARTS AND SUPPLIES.
\.ffiEREAS, the City of Santa Monica Transportation Department
has a requirement for bus parts and supplies
HHEREAS, Informal bidding proceedures are no longer in the
best interest of the City in satisfying the needs of the City in
tl1is instance.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA

. DOES RESOLVE AS FOLLOWS:
SECTION 1. Whereas, to formally advertise for bid at this
time is not a practical solution to these procurement needs and
would cause unnecessary expense and delay.
SECTION 2. That the City Council finds that the requirement
exists to purchase the necessary bus parts and supplies to maintain
the Citys' buses.
SECTION 3 That further bid solicitation would cause un-
necessary expense and delay, and that formal bidding proceedure
is hereby waived.
SECTION 4. That the City Manager is hereby authorized to
eXECute purchase orders to C. W. Carter Co., Mohawk Mfg. Co.,
Graham Brake and Diesel, Muncie Reclamation, McFarland Glass
and Brachman Co. for bus parts and supplies through June 3D, 1981.
SECTION 5. The City Clerk shall certify to the adoption
of this resolution, and thenceforth and thereafter the same shall
be in full force and effect.
