SUBJECT: Recommendation to Waive Formal Bid Procedures for the
Purchase of Two Diesel Engines for the Transportation
Department
Introduction
This report concerns the purchase of two Diesel Engines in the
total amount of $24,042.92 including applicable sales tax.
Funds for this purchase have been budgeted in account number
9S-600-65l-000-22l.
Background
In response to Bid 1554 for two Detroit Diesel Allison Model
SV-TAC Bus Engines, Covington Diesel was considered the lowest
and best bidder. Due to changes in the State Pollution Control
Regulat~ons, the Model 8V-TAC Engines are no longer available
in the State of California
Subsequently, Covington Diesel has offered to furnish the City
with two Detro~t Diesel Model 6B-92 TAC Engines which do meet
Cal~fornia Pollution Regulations, for a total amount of $24,042,92
including sales tax Lawless Detroit Diesel has quoted a price
of $27,108.44
Recommendation
It is recommended that the award be made to Covington Diesel in
the total amount of $24,042.92, including tax, as the lowest
and best bidder.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA l'l1AIVING FURTHER FORNAL BID
PROCEDURE AND AUTHORIZING DIRECT NEGOTIATION
FOR PURCHASE OF TWO DETROIT DIESEL ENGINES
W:'-fEREAS, the City of Santa Monica Transportation Department
has a requirement for Two Detroit Diesel Model 6V-92 TAC Engines.
~iHEREAS, Covington Diesel has offered to furnish the Diesel
Engines at a discounted price.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SAXTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that the requirement
exists to purchase the two diesel engines,
SECTION 2. That further bid solicitation would cause unnecessary
expense and delay.
SECTION 3. That the City Manager is hereby authorized to
excute a purchase agreement for the equipment.
SECTION 4. The City Clerk shall certify to the adoption of
this reso1utio~1 and thenceforth and thereafter the same shall be
in full force and effect.
