SUBJECT' Recommendation to waive Formal Bidding Procedures for
procurement of Bus Haintenance & Repair Services for a
Haximum period of six months,
Introduction
This report requests authorization to temporarily wa~ve formal
bidding procedures on the procurement of various maintenance and
repair services necessary to keep buses in the Transportation
Department operating safely. This unusual measure is recommended
because of the unforseen problems encountered in the newly
acquired Grumman buses.
Background
A major portion of the bus fleet has been replaced over the past
18 months with new Grumman buses. An inordinate amount of
structural and mechanical difficulty has been experienced with
these new buses. As a result, the Transportation Department has
been forced to press into service, older buses, some veterans
of over half a million miles each to fill in where the new buses
have been unavailable because of their deficiencies.
Efforts to mainta~n and repair these older buses in a safe operating
condition would normally be accomplished in the Transportation
Department shops. The extreamly heavy load of mechanical attention
required by the new buses and a lack of space in Transportation
Department facilities has forced the Department to seek outside
vendors to help maintain the older buses Informal bidding pro-
cedures have been utilized because of the urgent nature of these
service needs.
RecoI2ffiendation
Because of the emergent need for maintenance and repair service,
Staff recommends that it be authorized to continue to satisfy these
needs through the informal bidding process temporarily to fac-
ilitate timely acquisition. Waiver of formal bidding procedures
for a maximum of six months w~ll allow for fulfilling the Departments

immediate needs and design of processes which will, if needed,
allow accomplishment of procurement of these needs through

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA WAIVING FURTHER FORMAL BID PRO-
CEDUP~ AND AUTHORIZING DIRECT NEGOTIATION FOR
PURCHASE OF BUS r~INTEN&~CE & REPAIR SERVICES AT
THE TRANSPORTATION DEPART1ffiNT.
\-lliEREAS , unforeseen difficulties with 47 new Grumman buses
has caused extreme needs for heavy usage of older buses and
vJHEREAS . the maintenance division has been engaged at
overload capacity in an effort to keep the total fleet safely
_operative. and
WHEREAS, it has becoBe necessary to purchase from outside
vendors sane of the maintenance services nomally completed "in-
house", and
1iHEREAS these services are of such a nature as to be required
without delay.
NOlJ THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS'
SECTIO~ 1. The services are of urgent necessity for the
preservation of life, health, or property.
SECTION 2. Formal bidding process for the procurement of
needed bus maintenance services is hereby waived until the formal
b~dding process can be used but not to e~ceed six months from
the date of this resolution.
SECTION 3. That the City Hanager is hereby authorized to
excute one or more purchase agreements for the maintenance and
repair services for buses.
SECTION 4. The City clerk shall certify to the adoption
of this resolution, and thenceforth and thereafter the same shall
be in full force and effect.
