SUBJECT: Request for Authorization to Waive Formal Bid Procedures
and Extend the Following Listed Purchase Orders for the
Citys' Petrol~um Products Requirements through June
3D, 1981.
Introduction
This report requests the City Council adopt a resolution waiving
formal b~d procedures and authorizing the extension of the following
listed Purchase Orders through June 30, 1981

In July 1980 awards were made through the Formal Bid Process to
J.E. DeWitt, Inc., Gale Barstow, Gasco Gasoline Inc., Diamond
Oil Co. and Union Oil Co. in the estimated amount of $1,730,112.12.
This amount has proven to be insufficient to cover the City's
anticipated requirements for the period July 1, 1980 through
June 30, 1981. Due to extenuating circumstances including
higher fuel consumption rates on the new buses as well as
numerous price increases, provision should be made for ex-
penditures in excess of the original estimated total for the above
listed purchase orders. The amount of the needed funds is approxi-
mately 10% above the original estimated total.
Recommendation
It is recommended Council adopt the attached resolution ~Ja~v~ng
additional formal bidding and approve staff's request for the
additional funds to satisfy the City's requirenents for Petroleum
Products.

SANTA MONICA WAIVING FURTHER FOP~~L BID PRO-
CEDURE A1~D AUTHORIZI~G DIRECT NEGOTIATION FOR
PURCHASE OF PETROLEill1 PRODUCTS.
~{HEREAS, the City of Santa Monica has a requirement for
Petroleum Products which exceeds the amounts previously ordered
in accordance with Bid # 1533 dated June 19, 1980 and
~VHEREAS: Purchase orders to Gale Barstow, J.E. Dewitt Co.,
Gasco Gasoline Co., Dia~ond Oil Co. and Union Oil Co. in an estimated
agregate anount of $1,730,112.12 have been issued under the above Bid

lVHEREAS,purchases of Petroleum Products needs are anticipated
to exceed the above purchase order amounts through June 30, 1981 by
an amount not to exceed $200,000.
NOW THEREFOR, TUE CITY eOui~CIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that the requirement
exists to authorize extension of the above listed purchase orders for
PetroleuB Products.
SECTION 2. That to further advertise for bids would be to no
avail and would cause unecessary expense and delay.
SECTION 3. That the City }lanager is hereby authorized to
extend the amount of the above listed ourchase orders for Petroleum
~
Products by an amount not to exceed $200,000.
SECTION 4. The City clerk shall certify to the adopt~on of
this resolution, and thenceforth and thereafter the sane shall be in
full force and effect.
