SUBJECT: Recommendation to Waive Formal Bid Procedures for
Lincoln Oil I'1eter Dispensers for the Transportation
Department.
Introduction
This report concerns Procurement of Lincoln Oil 11eter Dispensers
(ueter used to dispense & measure oil into the buses) in the
esticated aDount of $lO,OOOpOO including applicable sales tax.
Funds for this purchase have been budgeted in account number
00l92-000.
~ackground
The City's Transportation Department has a requireoent for
Lincoln Oil 11eter Dispensers. As this is a proprietary item
with Lincoln Engineering, it constitutes a sole source
Procure~ent under Section 2506-A of the Santa Monica Municipal
Code.
Recommendation
It is recoDIDended that the attached resolution be approved authorizing
the City i1anager to execute a purchase agreement in the estimated
amount of $10,000.00, tax.

PURCF.ASE OF LINCOLN OIL METER DISPENSERS
HHEREAS J the City of Santa Monica Transpcrtat~on Depart~ent
has a requirement for Lincoln Oil Meter Dispensers.
lflHEREAS, To the best of Staff's knowledge only one conpany
(Lincoln Engineering Co.) can supply equ~pnent necessary to be
compatible w~th existing equipment in the Transportaticn Depart=ent,
thereby qualifying procurement of this =equirement unde= Section
2506A of the Sa.Tlta :1onica ~lunicipal Code.
Nm-J T1iEREFORE, THE CITY COUNCIL OF r1E CITY OF SANTA MONICA
DOES RESOLve AS FOLLOWS:
SECTION 1. That the City Council finds that the ~equirement
exists to purchase the Lincoln Oil Heter Dispensers.
SECTION 2. To advertise ror Bid would be cr no avail and
would cause unnecessary expense and delay.
SECTION 3. That the City Manager is hereby authorized to
execute a purchase agreemenc for the equipment.
SECTION 4. The City Clerk shall certify to the adop~ion of
this resolution, and thenceforth and the=eafter the same shall
be in full force and effect.
