SUBJECT: Recommendation to Waive Formal Bid Procedures for an
Equipment Lease and Ma1ntenance Contract for the
Automated Want and Uarrant System (AUl-JS) for the
Police Department.
Introduction
This reports concerns a two year lease and maintenance agreement
for the Police Departments automated tJant & \larrant System in
a total anount of $22,056.00.
Funds for this procureQent have been budgeted in account
number 01-300-301-000-531.
Background
The Santa Monica Police Department has a requirenent for a
CRT O:lodel 4F860-00-9HI023 with a 80 x 24 Key memory). Hodel
0862-005-003 as part of its automated want and warrant system
(A\.j\lS) . This equipment is proprietary as it is manufactured,
leased and maintained exclusively by Harris Data Systens and is
only available on a two year lease. This constitutes a Sole
Source Procurement under Section 2506-A of the Santa Ifonica
City Code.
Recommendation
It is recommended that the attached resolution be adopted, authorizing
che City Hanager to execute a Sole Source Procurement for a two
year lease and maintenance agreement to Harris Data Systems.

HHEREAS, the City of Santa Monica Police Department has a
requirement for a two year lease and maintenance agreement for
equip~ent for the automated want and warrant systen (Av~JS).
HHEREl'~S , to the best of Staff's knowledge only one company
can supply equipment necessary to be coopatible with existing
equipment in the Police Department.
imtJ THEREFORE, TF....E CITY COm~CIL OF THE CITY OF SANTA HONICA
DOES P~SOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that the requirement
exists to procure a two year lease and oaintenance agreeQent.
SECTIOl, 2. That the lease and oaintenance agreement is exempt
from competitive bidding requ~rements pursuant to Dunicipal code
section 2506A.
SECTION 3. That the City Manager is hereby authorizied to
execute a purchase agreement for the lease and maintenance agreement.
SECTION 4. The City Clerk shall certify to the adoption of
tlas resolution, and thenceforth and thereafter the saQe shall be
