SUBJECT: Recormnendation to 11aive Fornal Bid Procedures for the
Tester with Oscilloscope, Coi11 Condensor and Cylinder
Leakage Tester.
Introduction
This report concerns award of bid for an engine tester in the
total anount of $6,088.64 including applicable sales tax. Funds
for this purchase have been budgeted in account number
01-500-461-000-809.
Background
The City's Mechanical Maintenance Department has a requirement
for an engine tester, cOTIn1ete with an oscilloscope 1 coil,
condenser 1 and cylinder leakage tester . Research by staff has
determined that Sun Electric Corporation is the only COQpany that
manufactures an engine tester capable of fulfilling this
require~ent.thereby qualifying this as a sole source procurement
under section 2506A of the Santa Monica Municipal Code.
Recorrnnendation
It is recommended that the City Council adout a resolution waivina

Regarding the request for purchase of one "New tune up tester with Oscilloscope.1I I
feel that the aquisition of this machine should be handled as sole source.
After searching for the past several months for the correct and complete tester, I
have found that the Sun Model TUT-IOI5 is the only machine that is able to fill the
total requirements of this shop.
One item alone, sets this machine in a catagory by it's self. That item is the cOll,
condenser and cylinder leakage tester that is incorporated 1n the machine.
This testing mode of the main macl'ine would allow for quick testing and diagnosis of
cylinder co~pression as well as coil condltions and condenser capacities, in or out
of the vehicle thus eliminating old trial and error methods.
I would llke to repeat my request and ask you to aquire this "one of a kind" machine
as sol e source.

SPECIFICATIONS
-
FOR ONE NEW i'10DEL TUT-IOIs TESTER UITH OSCILLOSCOPE
AND CCL-82 COIL, CONDENSER ArJD CYLINDER LEAKAGE TESTER
General
1. Tester will be used to test, diagnose and adjust prinary and
secondary electrical systems of engines and vehicle electrical
componnents.
2. Tester shall include one 15" vertically mounted Oscilloscope
"vi th , at least, 85 square inches of viewing area for ignition
testing. The scope shall show a full display, raster, super-
inposed and compare or shift mode in both primary and secondary
circuits.
3. Tester shall have the capability of testing 2 and 4 stroke cycle
engines with 2,3,4,5,6, or 3 cylinders, positive or negative
4. ground.
Tester shall also have the ability to test 6,12,24, and 32 volt
systems.
5. Coil, condenser and cylinder leakage tester must have the capability
to perform coil, condenser and cylinder leakage tests on 2 and
4 cycle engines including those with high voltage ignition systems.
Heters
6. The following meters shall be included and be of an approximate
81t in size and be illuminated.
7. Amp-~~ell meter shall read dwell on 2,3,4,5,6, and 8 cylinder engines
in degrees, and amp reading 0 to lOOA and 0 to SOOA.
8. Tachometer shall be three scale and with switching feature read 0
to 1,500, 0 to 6,000 and 0 to 12,000 RPM.
9. Volt-Ohm Meter shall be three scale with voltneter readings 0 to 4,
o to 20 and 0 to 40 volts. OhTIm1eter 0 to 100, x100 or xlOOO.
10. Condenser Tes t Heter shall be 4" ~vith a scale range of 0-1. 0 MFD
readable to .02 of an I1FD
11. Vacume Gauge graduated 0 to 30 inches and 0 to 760 flillimeters of
mercury.
Testing machine shall be cabinet mounted that will be allowed
portability with mounted caster wheels with lockable wheels. Tester
shall also be equiped with all connector leads, fittings, hoses,
adaptors, ti~ing light and accessories available to complete this
oachine.
Technical training and operators instruction shall be provided with
delivery of Qachine.
Machine described shall be a Sun Model TUT-IOIS
12. Cylinder leakage gauge shall be 4" Bourdon-type reverse movement
with a scale range 0-100/0 leakage with "0" calibration provided.

CEDURE AlJD AUTHORIZING DI~CT NEGOTIATION FOR
PURCHASE OF AN ENGINE TESTER
WHEREAS, the City of Santa ~'!onica Nechanical Haintenance
Department has a requirement for an Engine Tester.
WHEREAS, to the best of Staff's knowledge only one company
can supply equipment necessary to fulfill the requirements of
the .Mechanical Maintenance Department.
NOW THEREFORE 1 THE CITY COUNCIL OF THE CITY OF SA..'JTA HONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that the requireoent
exists to purchase the Engine Tune-Up Tester.
SECTION 2. That to subDit bids would be of no aVa~l and
would cause unnecessary expense and delay, thus making this a
Proprietary or Sole Source procurement under Section 2506A of the
Santa Mon~ca Municipal Code.
SECTION 3. That the City ~anager is hereby authorized to
execute a purchase agreement for the equipment.
SECTION 4. The City Clerk shall certify to the adoption of
this resolution, and thenceforth and thereafter the sane shall be
in full force and effect.
