SUBJECT: RecoQillendation to Waive Formal Bidding for the
\fuite Paper Recycling Progra~.
Introduction:
This report concerns the continuation of a white
paper recycling service at the City Hall and the Police
Facilities Building.
Background
For the past several years the City has been engaged in a
white paper recycling project under contract with Ecolohaul.
At the expiration of the initial contract, recently,an informal
request for quotation was circulated for the continuation of
this service. Two proposals were received. The proposal from
Eco10hau1 was substantially higher in return to the City for
waste Naterials collected than that offered from Sasson-Scherman
Fibers Co., che only other bidder aQong the eleven firms contacted.

Recommendation:
Service under this progra~ from Eco10hau1 has been entirely
satisfactory. It is recomnended that formal bidding on this
service would cause unnecessary expense and delay and would be
of no avail. It is recommended that the City Council adopt the
attached resolution waiving farnal bidding procedures on this
requirelilent and authorize the City Hanager to enter into an
agreecent with Eco1ohau1 in accordance with the terws of their
infomal proposal. ~'

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA WAIVING FURTHER FO~MAL BID
PROCEDURE AND AUTHORIZING DIRECT NEGOTIATION
FOR UPGRADING & RETROFITTING FIRE DEPAR~mNT
ENGINE 11 3
HHEREAS , the City of Santa Monica Fire Department has a
requirement for Retrofitting & Upgrading Fire Department Engine

1~EREAS. Funds in the amount of $48.136.00 have been
budgeted for this purpose.
WHEREAS, to the best of Staff's knowledge no single company
can supply the necessary services, material and labor to fullfill
this requirement.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ~ONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that the requirement
exists to upgrade and retrofit Engine #3.
SECTION 2. That formal bid solicitation would cause
unnecessary expense and delay.
SECTION 3. That the City Manager is hereby authorized to
waive formal bid procedures.
SECTION 4. The City Clerk shall certify to the adoption of
this resolutfon. and thenceforth and thereafter the same shall be
in full force and effect.
