SUBJECT: Recommendation to Waive Formal Bidding Procedure for the
Procurement of One New Tree Stump Cutter for the
Department of Hechanical liaintenance.
Introduction
This report seeks approval by the City Council of the waiver of
the fo~al bidding procedure to purchase one new tree
stump cutter built to City specifications. The esti~ated cost
of the proposed nachine is $15,000.00. Budgeted in account n~ber
01-400-512-000-802,

There are very few heavy industrial equip~ent
manufacturers producing these large diameter (28") portable
vertical saws which are used in the elinination of large tree
s tUIilp s . At the present time staff has knowledge of only one
such manufacturer, Vermeer Mfg. Co.of Pella, Iowa.
Since only one manufacturer is kno\VTI for this item and there are
no competing authorized dealerships in the product, fornal
bidding would be of no avail and would cause unnecessary expense
and delay.
Recommendation
It is reconnnended that the City Council "tJaive formal bidding
procedure for this need by adopting the attached resolution
which authorizes the City Hanager to execute a negotiated contract
for the purchase of one new tree stTh~p cutter on the open market.

SECTION 1. The City Council heyebv resolves to waive fomal

SECTION 2. The City Manager is herejy authorized to execute
a negotiated contract on the open ~arket for the procurement of
the stlliup c~tter.
SECTION 3. T~e City Clerk shall certify to the acoDtlon

of this resolution, and thenceforth and thereafter the same shall
be In full force and effect.
