SUBJECT: Recomoendat~on to Waive Formal Bidding Procedure for
Procurement of One He\J Beach Cleaning Hachine.
Introduction
This report seeks approval by the City Council of the waiver of formal
bidding procedure for the purchase of one new beach cleaning
machine . The estiQated cost of the proposed machine is $36,000.00
Funds for this purchase have been budgeted in account # 11-400-521-000-
801.
Background
A beach cleaning machine is a large mobile traveling screen
which is dra,vn by a large tractor and has hydraulic controls. The
City O\n1S several tractors and threesi~ilar machines to the one
requested for purchase. The new machine would be drawn by
existing tractors, allowing one of the older beach cleaning
machines to be kept 1n reserve. These machines work in the beach
sand environment and are prone to mechanical failure. There is
only one machine knovm to staff that will satisfy the City1s needs.
The sole distributor in t~is area is M~lo Equipment Co. of Santa
Ana, Ca. Since there is only one source for the procurement of
this equipment, fornal bidding process would be of no avail and
would cause unnecessary expense and delay.
Recommendation
It is recommended that the City Council waive formal bidding
procedures by adopting the attached resolution which authori~
the City !1anager to execute a negotiated contract for the
purchase of one beach cleaning machine on the open market.

DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Courrell hereby resolves to waive foroal
bidding process for the procurenent of one new beach cleaning
machine.
SECTImJ 2. The City t1anager lS hereby authorlzed to execute
a negotiated contract on the open market for the procure3ent of
the new beach cleanlng machine.
SECTION 3. The City Clerk s~all certlfy to the adoption or
this resolution, and thenceforth and thereafter che S&ue shall
be in full force and effect.
