SUBJECT. Refuse Disposal Plan, Request to Waive Formal Bidding
Introduction
This report concerns a plan for the disposal of waste materials
collected by the Refuse Collection Division and the Street
Maintenance Di vis:il.on of the General Service Department. As an
aid to the implementation of this plan the Council is requested
to waive formal bidding on the use by the City of private dump sites
Background
The City has been using the County's Mission Canyon Sanitary
Land Fill operation to dispose of the waste products incidental to
the refuse collection and street maintenance operations The
County will close the lvlission Canyon fill in the near future, leaving
the City with the problem of waste disposal Research by Staff
has determined that there are only two dump sites within
reasonable driving distance of Santa Monica which are open for
business during extended hours which are capable of fullfilling
the City's requirements The City requires the flexibility to
use BFI Waste Systems in Sylmar. California, and Valley Reclamation
Center in Sunland, California, as needs occur. Waste disposal
for the next twelve months using these two facilties is estimated
at approximately $50,000.00 for the Street Divsiion and
$270.000 00 for the Refuse Division.
Reconnnendation
Staff of General Services and Purchasing recommend that the staff
be authorized to use BFI Waste Systems and Valley Reclamation
Center for the next twelve months, at the best prices available
at the time at either site, and that formal bidding process be
waived during the twelve month period as stated in the
attached resolution

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA HONICA WAIVING FORNAL BIDDING PROCEDURES
AND AUTHORIZING THE CITY MANAGER TO PURCHASE
EXPERMENTAL REFUSE DISPOSAL PLA~.
HHEREAS , the City has need to dispose' of waste materials
incidental to the Refuse Collection and "Street Haintenance
operations of the General Services Department and,
WHEREAS, the department desires to develop disposal patterns
through a plan utilizing two San Fernando Valley Dumpsites
alternat~vely, to the best advantage of the City.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. Formal bidding proceedures for this waste disposal
would be of no avail and would cause unnecessary expense and
delay.
SECTION 2. Formal bidding process for the procurement of
dump sites for these wastes is hereby waived.
SECTION 3. The City Manager is hereby authorized to execute
a contract with any of the several dumpsites available for this
project.
