SUBJECT Recommendation to Waive Formal Bidding Procedures for
Procurement of Bus Maintenance & Repair Services, and
Parts.
Introduction
This report requests authorization to temporarily waive
formal bldding procedures on the procurement of various maintenance
and repair services and parts necessary to keep buses in the
Transportation Department operating safely This measure is
recommended because of the need for continued safe operation
of the bus fleet pending revision of the Santa Monica Municipal
Code regarding purchasing policy and procedures
Background
The City Council waived formal bidding on these items for a
six month period upon staff request in May 1981 Research
by staff in this and other areas of the purchasing function
has resulted in action by staff to recommend revision of
portions of the Santa Monica Munlcipal Code covering purchasing
practices and formal bidding procedures AS a result the
Purchasing Department and the Clty Attorney1s office are in
the process of drafting recommended new code sections to facilitate
the procurement process. This recommendation is sc~eduled to be
presented to Council by January of 1982.
Reconnnendation
Because of the urgent need for maintenance and repair service
and parts, Staff recommends that it be authorized to continue
to satisfy these needs through the informal bidding process to
facil~tate timely acquisitionby waivlng formal bidding procedures
until the end of the fiscal year (June 30, 1982 ).

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA WAIVING FORMAL BID PROCEDURE AND
AUTHORIZING DIRECT NEGOTIATION FOR PURCHASE OF
BUS MAINTENANCE, PARTS, A.J.~D REPAIR SERVICES AT
THE TR&~SPORTATION DEPARTMENT.
WHEREAS, the Transportation maintenance division has been
engaged at overload capacity in an effort to keep the total fleet
safely operative, and,
WHEREAS, it has become necessary to purchase parts and some of
the maintenance services normally completed Ifin-houseff, and
WHEREAS, these services are of such a nature as to be required
without delay.
WHEREAS, the Santa Monica Municipal Code is in the process of
rev~sion regarding purchasing practices.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SAi~TA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The services are of urgent necessity for the
preservation of life, health, or property.
SECTION 2. Formal bidding process for the procurement of
needed bus maintenance parts and services is hereby waived until
June 30, 1982.
SECTION 3. That the City Manager is hereby authorized to
excute one or more purchase agreements for the maintenance and
repair services and parts for buses.
SECTION 4. The City Clerk shall certify to the adoption
of this resolution, and thenceforth and thereafter the same shall
be in full force and effect.
