SUBJECT: Auction Disposal of Surplus and Obsolete Equipment and
Supplies.
Introduction
This report concerns the disposal at auction of surplus and
obsolete City equ1pment and supplies.
Background
Surplus and obsolete equipment consisting of cars, trucks, truck
parts, packers, desks, chairs, office machines and equipment
and supplies are presently stored awaiting disposal.
Exper1ence has shown that the most profitable and efficient
manner to dispose of this surplus equipment is to engage the services
of a professional auctioneer who will conduct an "On-site Public
Auction" at the City yards on an "as-isrr basis. Th1s process was
used last year with Ron Patterson, Professional Auct10neer.
Hr. Patterson proved to be an outstanding resource in the process.
Recommendation
It 18 recommended that formal bidding procedures be waived and
that the C1ty Manager be authorized to negotiate an agreement with
Ron Patterson, Auctioneer to conduct a Public Auction to dispose
of City's surplus and obsolete equipment.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA WAIVING FORMAL BID PROCEDURE
AND AUTHORIZING DIRECT NEGOTIATION FOR PUBLIC
AUCTION OF SURPLUS MATERIALS A1'iJD EQUIPMENT.
WHEREAS, the City of Santa Monica has a requirement for
Disposal of Surplus Materials and Equipment.
WHEREAS, a Public Auction on a "where isll, lias is" basis,
would best fullfill the City's requirements.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SA1~TA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that the requirement
exists to dispose of surplus materials and equipment.
SECTION 2. That formal bid solicitation would be of no
avail and would cause unnecessary expense and delay.
SECTION 3. That the City Manager is hereby authorized to
negotiate an agreement with a Professional Auctioneer to conduct
an auction for the City on a "where is", "as isll basis.
SECTION 4. The City Clerk shall certify to the adoption
of this resolution, and thenceforth and thereafter the same
shall be in full force and effect.
