SUBJECT: Purchase of Aerial Truck Crane for Recreation and Parks
Introductlon
This report concerns the waiver of formal b1d procedures for the
procurement of a demonstrator model aerial lift truck for the
tree trimming operatlon Budgeted in account number 01-400-512-000-
803
Bac~ground
S1xty-seven thousand dollars ($67,000.00) was budgeted in the
current budget for the procurement of a fifty-two foot "high ranger"
type crane truck. Bid No. 1675 was so11cited as a result, however,
all the bids were much higher than budgeted ($80,000.00 and up).
Staff asked Council to reject all bids, which Council did &t its Nov-
ember 24th meeting In anunrelated matter Council allowed the
purchase of a small rental crane at that same meeting, using some
of the funds budgeted for the aerial crane truck Funds left in
the capital expenditure account after that purchase are just over
$50,000.00. Staff has found a demonstrator aerial crane with less
than 1000 miles on it and very few hours on the crane which it can
purchase without any additional appropriation. The equipment is
essentially the same as that specified under Bid # 1675 with the
exception that it is gasoline powered rather than dlese1 powered
and has a somewhat less heavy duty construction in the truck The
crane is exactly as specified. Staff feels that this is a good
bargain. Procurement would satisfy the long range needs of the
division
Recommendation
It is recommended that the City Manager be authorized to waive formal
bidding procedures for the procurement of an aerial truck crane
and to execute a contract with California Truck Equipment Company,
in the amount of $50,054 66 including California sales tax to complete
the procurement.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA WAIVING FORMAL BID PROCEDURE AND
AUTHORIZING DIRECT NEGOTIATION FOR PURCHASE OF
AN AERIAL TRUCK CRANE
WHEREAS, the City of Santa Monica Parks and Recreation
Department has a requirement for an aerial truck crane to protect
life and property of Santa Monica citizens , and
WHEREAS formal bid # 1675 for such an aerial truck crane
produced bids substantially in excess of currently budgeted funds and
was therefore rejected, and
WHEREAS, staff has located a demonstrator model aerial truck
crane suitable for the City's needs and within the current budget,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS.
SECTION 1. That the City Council finds that the requirement
exists to purchase the aerial truck crane~ to protect life and property
SECTION 2. That further formal bid solicitation would be of
no avail and would cause unnecessary expense and delay.
SECTION 3. That the City Manager is hereby authorized to
execute a purchase agreement for the equipment from California
Truck Equipment Company in the total amount of $50,054.66 including
applicable taxes.
SECTION 4. The City Clerk shall certify to the adoption of
this resolut~on, and thenceforth and thereafter the same shall be
in full force and effect
