SUBJECT- Request for Ua~ver for Formal Bid Procedures for
Replacement of Chiller in Main Library Air Conditioning
System
Introduct~on
Council has authorized the replacement of the air conditioning
system at the Main L~brary in the current budget. Th~s report
requests waiver of formal bid proceedings for a portion of the
work.
Background.
The General Services Department hired Boyle Engineering Co to
design the replacement of the main library air conditioning system.
Boyle ~ngineering has specified that the chiller portion of the
new system should preferably be of York brand manufacture or equal,
for reasons of energy efficlency and dependability.
The present ch~ller at the main library recently became ino,erative
Repair of the chiller would cost approximatly $10,000 It is due
for replacement in November 1982 under the present timetable
for complete system replacement
Staff has found that a chiller system meeting Boyle Engineering
specifications is available imraediately from York Air Conditioning
Division of Borg Warner Corporation. The cost of acquiring this
system, ~nstalled, is est~mated at approximately $150,000.00
This ~s within the alilount currently budgeted for this portion
of the project within account number 01-400-611-000-901
Alternatives
A Repair the existing chiller at the cost of approximately
$10,000 plus the additional energy usage required by this system
from April - November 1982.

B Authorize the City Manager to walve formal bidding and
negotiate and execute a contract for the immediate installation
of a new chiller system for the Main Library. This will provide
for completion before the summer air condition season arrives.
Recommendation
Staff recommends that alternative B above be approved by the City
Council and that the attached resolution be adopted The
acceptance of alternative B would enable the conservation of
a substantial amount of energy. since the new chiller is considerably
more energy-efficient. This will also save approximately
$10,000 in current repair cost.

Waiver of Formal Bid for Main Library Chlller Replacement
Introduction
This report presents supplemental lnformation relative to the
cost estimate to replace Main Library Chiller

Information available to staff at the time of preparation of the
report on this item indicated an estimated total cost of $150,000.
Information received since that time requires a revision of that
estimate.
The C~ty has received a flrm quotation from York Air Conditioning
of $160.505.00 plus applicable taxes. The scope of this in-
stallation entails more removal or the old equipment than was
originally anticipated, hence the higher than expected figure
Boyle Engineering. the Clty'S advisor on this project. has re-
viewed York's quotation. Boyle has rendered an opinion that the
York quotation is reasonable in today's market
The Engineering Divlsion has requested a contingency on this
process of approximately 15%. Adding this amount to York's
quotation would indicated a total cost of $185,0000.00 rather
than the originally estimated $150,000.00. The Engineering
Division has estimated that the total air conditioning replace-
ment job will be within the amounts shown in the current budget.
