SUBJECT: Walvlng Blds for Park Securlty Gate
Introduct1.on
ThlS report requests the walvlng of blds and authorlzatlon for the Clty Manager to
negotlate a contract for the lnstallat1.on of SeCUYlty gates at Stewart Street Park,
Vlrglula Ave. Park, and the 2600 Beach Parklng lot.
Background
On June 22, 1982, Counell approprlated funds for lnsta11atlon of the above gates and
authorized staff to call for blds (see attached staff report). Staff has Sluce
dlscovered that preparatlon of plans and blddlUg wlll delay the lustallation of the gates
beyond a reasonable time as local resldents contlnue to lnqulre about the gates.
Based on blddlng a slmllar lnstallatlon last year, staff feels an equltable negotlated
contract can be achleved wlthout further delay. Estlmated cost of the prOJect is
$16,500.
Recorornendatlon
Staff recommends Counc~l walve b~ddlng procedures, and authorlze the Clty Manager to
negotlate a contract for lnstallat~on of the securlty gate.

!NTRODUCTION
This report requests appropriation of funds for the installation of parking
lot security gates at Stewart St. Parkt Virginia Ave. Park, and the Beach
lot at the foot of Ocean Park Blvd.
BACKGE<OUND
Over the past two months, Staff has met with area residents and the Pico
Neighborhood Association to hear cowplaints about late nlght dlsturbances
in the parking lots at Stewart St. and Virginia Ave. Parks. Resi dents and
Staff feel the best iwmediate Solut1on 1S to install exit traps and piP9
gates similar to the one~ recently installed in some of the Beach Parking
Lots. \'

Staff has had numerous co~plalnts of draq racing and other loud behavior in
the beach parking lot at the foot of Ocean Park Blvd. The proposed
pipe gates would be closed at ffildnight to llrnit access to people other
than permit holders. Staff ;s applying to the Coastal Co~mission for
a permlt to install the gates.
RECOW'1ENDATION
Staff recom~ends Council approve the lnstallation of the proposed security
gates at Stewart St. Park, Virginia Ave. Park, and the Beach Parking lot,
appropriate $10,000 from the Recreation Unit Tax for the Park Gates,
and appropriate $6500 from unappropriated reserve of the Beach Fund for
the Beach Parking lot gates. It is further requested that Council

proposed installations.

necessity for the preservation of life, health or property.
SECTiON 3. That the City l'1anager is hereby authorized to execute a
purchase agreanent for installing the security gates witoout advertising for bids.
SEcTiON 4. The City Clerk shall certify to the adoption of this
resolution, and thenceforth and thereafter the same shall be in full ~orce and
effect.
