1984. SInce the forMa] bldd1ng process dld not produce anv response~
for thIS requlreMent) dIrect negotlatlon for these food products and
f'll$cellaneaus 5uppll€S appears to be the Mo~t expedltlouS wdy to
procure theM. Generally the CIty has been satlfYlng these needs as
they arlse through local grocers. The grocers cOlltacted by thl::'
City"s proposal opted 001 to enter the blddJng process,
