This report concerns waIVIng formal bid reqUIrements and au-
thorIzing the CIty Manager to negotIate for landfill services for
the perIod May 13, 1986 through May 14, 1987, as prOVIded l~ Sec-
tion 2508 of the MuniCipal Code for the Waste/Collection Disposal
DivIsion of the General Servl~es Department.
Background
The la"1dflll currentl y bel~g used as the CIty'S refuse dIsposal
SIte IS the North Valley SanItary landfIll owned by the BrownIng
and FerrIS Industries of CalIfornia, Inc. The current CIty con-
t r ac t for these services expH'es April 30, 1986 and continui:'ig
landfIll serVIces are necessary.
Of the landfIlls avallable, the North Valley landfill is located
24 mlles from the Clty and IS the closest In proximIty to the
CIty. It IS anticipated that the City WIll be able to negotiate
a landfIll charge of approximately $4.60 per ton at North Valley.
This compares favorably WIth other 1 and fills (e.g. $5.50 per to!:

the City. The rates beIng charged by Browning and Ferris Indus-
tries at the North Valley La11.dfill are the same as those being
~harged to other mU"'1lcipalitles. SInce the City's haulIng costs
are substantial, USIng any landfill located further from the CIty
at the same or higher dump fee would not be economlcal. In ad-
dtiIon, at the present tIme three loads per day ca~ be delivered
without paYIng over-tIme to CIty Staff. Any landfIll site, in
excess of the 48 miles roundtrIp to the North Valley landfill,
would I~crease driVIng tIme, and would, ther efore, require addI-
tIonal eqUIpment and the payment of overtime to drIvers.
Und er these circumstances, staff believes that to adv erti se for
bids would be to no avail and would cause unnecessary expense and
delay.

FY Year 1985/86 appropriation authority for this purchase 1S in
the Waste Collection/Dlsposal DIviSIon of the General Services
Departme!1t, account number 27-500-441-000-507. For the perIod of
July 1 , 1986 through May 14, 1987 approprIation authority WIll be
as set forth i~ the Fiscal Year 1986/87 budget.

It is recommended that the Clty Councll adopt the attached
resolutIon requestIng that the CIty Manager be authorized to
negotlate dIrectly with BrownIng and FerrIs Industries for the
CIty of Santa Monica to continue to use the North County landflll
site for the period of May 13, 1986 through May 1ll. , 1987 with
two one-year renewal optIons.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA WAIVING FORMAL BID PROCEDURE AND
AUTHORIZING DIRECT NEGOTIATION FOR PURCHASE OF REFUSE
LANDFILL SERVICES
WHEREAS, the City CouncIl has determI!1ed that the
purchase of landfIll re fuse serVIces may be made wIthout
advertIsIng far b1ds because to advertIse for bIds would be to no
avaIl and would cause unnecessary expense and delay,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES n2S0LVE AS FOLLOWS:
SECTION 1. That the purchase of landfIll serV1ces may
be pu:-chased more favorable in the open mat"ket WIthout further
complla~ce to SectIon 2508 of the MuniCIpal Code.
SECTION 2. The CIty Hanager IS hereby autho~lzed to
'1egotlate 1"1'} the ope!1 ma,ket for the procurement of landfIll
serv Ie es fo~ the Ge"1eral Services Department for the perIod of
Ma y 13, 1986 to May 14, 1987 WIth two one year renewal optIons.
SECTION 3. The C~ty Clerk shall certlfy to the
adoption of thiS Resolution, and thenceforth and thereafter the
same shall be i~ full force and effect.
