McClain, City MAY 1 2 1981 Nanager (s-{.tjLh ~ __ TO: Mayor and City Council SUBJECT: Ratification of EQergency Street Repairs Introduct~on This report requests the City Council to ratify an emergency expenditure of $6,719.44 for Street repairs as authorized under Section 2509 of the Municipal Code. Background A break in the water main at the intersection of Cloverfield Blvd and Michigan Ave. caused street damage which was a traffic hazard to the hp.avy flow of traffic through the intersection. A large firm with available manpower and equipment was necessary to repair the damages in order to minimize the delays to normal heavy traffic flow. (See May 4, memo from Enterprises ~Ianager to Director of Administrative Services attached), such a firm was found and engaged to perform the necessary repairs in accordance with Section 2509 of the Code. Recommendation. Background During a peak shopping perlod vandals broke lnto the elevator at Parking Structure Number Flve WhlCh is located at 1440 Fourth Street in Santa Monica and turned on the flre hose, completely flooding the elevator pit causing extenslve damage to the controls and operating mechanlsm. The Director of General Servlces lmmediately called in OtlS Elevator Co. to perform the necessary emergency repairs. No re- qUlsition for thlS serVlce was submltted durlng the perlod immediately followlng the repalr work and a series of delays have resulted in an over-due obligation. The emergency work performed was clearly in the interest of the Public as well as the merchants of the Parklng Assessment District. Although sufficient funds are available ln account 01-500-412-000-691 to cover the emergency repalrs, they were not budgeted for th1S purpose and an approprlatlon wlll be requested later ln the budget year lf the account is over-taxed. Recommendatlon It is recommended the Parklng Authority adopt the attached resolution waivlng formal bid and approving payment to OtlS Elevator Co. in the amount of S26,526.66 for emergency serVlces performed. Background The State has passed legislation requlrlng safety equipment on certaln elevators. The equipment is required at this tlme. Past experience with malntenance contracts for City elevators has shown that the original equlpment manufacturer is best qualifled to perform work on the elevators due to famillarlty with the equipment; quick avallability; unlformity of manufacture and compatibillty of parts furnished, and an lnherent sense of prlde in malntainlng namesake equlpment. Moreover, modi- flcatlons to the elevators by other than the orlglnal equipment manufacturer could result 1n a pOlnt of contentlon if malntenance problems develop. In 1966, after award of the contract for Parking Structure No.1 constructlon, the Clty Councll at that time approved excluslve use of OtlS elevators for the remalnder of the structur0S in order to match those lnstalled at Structure No.1. Slnce then, OtlS Elevator Company has been under contract to the City for maintenance of all thlrteen elevators at Parklng Structure Nos. 1-6. Performance of thlS work has been prompt, efflClent and thorough. The Otis Elevator Company has submltted a proposal to Staff on the work involved. The proposal lS In the amount of $12,609.00. Staff belleves thlS bld is reasonable for the work proposed. .
