Introduction
This report recommends that City council appropriate $50,000 from
the Beach Fund, waive competitive bidding, and authorize the
purchase of a diesel tanker truck fvom Boerner Motor Company.
Backsround
The Beach Maintenance Division currently operates a variety of
beach cleaning and maintenance vehicles 1,'lhich are stored and
fueled at the Beach Maintenance Facility. Diesel fuel is stored
and dispensed at the facility from. an underground storage tank
system installed over 30 years ago. The tank system no longer
meets stringent design and monitoring standards appl.lcable to
underground tanks.
staff has considered several alternative methods of fueling the
vehicles at the facility. Retrofitting the existing tank system
is not recommended due to the age of the tank system and the
environmentally sensitive location of the facility. Re0:acement
of the tank system with new tanks is not recommended due to the
possible future relocation of the Beach Mainte";dnce Facility.

staff believes that the permanent closure of the existing tank
system and replacement wi th a diesel tank truck is the most
viable alternative for the on-going fueling of Beach Maintenance
vehicles. After an extensive search, staff has located a used
diesel tanker truck which meets or exceeds design specifications
and standards, including 3,700 gallon capacity and satisfactory
mechanical condition. This vehicle is available from Boerner
Motor Company for $50,000.
Financial/Budget Impact
Approval of the recommendations in this report will result in the
creation of a new CIP account number 11-740-522-20091-8900-99045,
designated as "Beach Fueling Truck" in the amount of $50,000.
Based on the most recent estimated actual expenditures and
revenue figures for the Beach Fund, it appears that there are not
sufficient funds in the Beach Fund reserves to finance the
purchase of this vehicle. Approval of the staff recommendation
will therefore require a loan of $50,000 from the General Fund to
the Beach Fund. Given the urgency of the need, it is recommended
that council approve such a loan.
Recommendation
Staff recommends that City Council approve a loan from the
General Fund to the Beach Fund in the amount of $50,000. It is
further recommended that Council appropriate $50,000 to Beach

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA MONICA TO WAIVE
COMPETITIVE BIDDING FOR THE PURCHASE
OF A DIESEL TANKER TRUCK
WHEREAS, the underground fuel storage system at the Beach
Maintenance Facility no longer meets environmental design and
monitoring standards, has exceeded its expected longevity, and is
in danger of leaking thereby necessitating immediate replacement
of the tank system~ and
WHEREAS, the City must maintain the quality of beach and
groundwater resources: and
WHEREAS, the Beach Maintenance Facility may be relocated in
the future, thus precluding the installation of a new permanent
underground fueling system,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1.
In accordance with Santa Monica city Charter
Section 608, the City council finds that the immediate purchase
of a diesel tanker truck is of urgent necesslty for the
preservation of life, health or property and on that basis waives
competitive bidding.

SECTION 2.
The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
