SUBJECT. Relocation of Beach Sand
Introduction
This report requests approprlatlon of $15,000 for contractual assistance to move
accumulated beach sand from the edge of the beach parklng lots back toward the
ocean.

Background
Recent winds have blown beach sand lnto mounds along the westerly edge of the beach
parklng lots south of Bay Street. To keep this sand from drifting onto the bike
path and blowing lnto the lots, staff proposes to push the sand back toward the
ocean. The city does not have the proper equipment to do this work. Several
contractors have been contacted, of WhlCh only one has been able to quote an
hourly rate.
If the work is to be completed prior to summer crowds, it will be necessary to waive
the call for blds and authorlze the City Manager to negotiate a contract.
Recommendation
It is recommended Council appropriate S15.000 from unappropriated beach funds account
11-400-521-000-501 and walve call for bids and authorize the Clty Manager to
negotlate a contract for sand moving services.

CITY COUNCIL SERIES
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
WAIVING FORMAL BID PROCEDURE AND AUTHORIZING DIRECT NEGOTIATION
FOR SAND MOVING SERVICES ON THE SANTA MONICA BEACH.
WHEREAS, the Clty of Santa Monica has a requirement for moving
sand on the beach.
WHEREAS, the work must be performed immedlately.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
~ RESOLVE AS FOllOWS:
SECTION 1. That the City Council finds that the requirement
exists to move sand on the beach.
SECTION 2. That the work must be performed immediately and is
of urgent necessity for the preservation of llfe, health or property.
SECTION 3. That the Clty Manager is hereby authorized to execute
a purchase agreement for sand moving serVlce without advertlsing for blds.
SECTION 4. The Clty Clerk shall certify to the adoptlon of this
resolutlon, and thenceforth and thereafter the same shall be in full
force and effect.
