SUBJECT: Recommendation to Authorize the city Manager to
Negotiate and Execute a Contract with IT Corporation
for Professional Engineering Services to Design,
Install and Operate a Vapor Extraction System at the
Santa Monica Municipal Airport
Introduction
This report requests that the City Council authorize the City
Manager to negotiate and execute a contract with IT Corporation
for professional services to design, install, and operate a
subsurface hydrocarbon vapor extraction system. The vapor
extraction system will be installed at Santa Monica Municipal
Airport.
Background
In November, 1986, buried fuel tanks were removed from the new
Administration Building site at the Santa Monica Airport. The
subsurface area tested positive for hydrocarbon contamination.
Different methods for hydrocarbon vapor removal were investigated
and it was determined that the conditions at the Airport are
excellent for an in-situ aeration and vapor extraction system.
The vapor extraction system (VES) is a technique which uses an
injection/extraction system to withdraw hydrocarbon vapors from
the soil. It has been demonstrated to be effective in removing
the hydrocarbons in areas above the water table.

Hydrocarbon contamination removal is a specialized field and only
is performed by a few qualified firms. Requests for Proposal
were sent to two firms. Bids from the two firms were received as
follows:
IT Corporation $ 82,000
Geotechnical Consultants, Inc. $ 115,805
city staff recommends IT Corporation be selected for the
following reasons:
1. IT Corporation offers a high level of expertise in
the remediation of hydrocarbon contamination and has
done projects of this nature. They are familiar
with the conditions at the Santa Monica Municipal
Airport and with the current Airport project.
2. IT Corporation submitted the lower bid.
BUdget/Financial Impact
Funds in the amount of $575,000 are available in account
#33-701-631-000-908. Transfer of funds to this account was
approved by the City Council on December 8, 1987 and constitutes
a loan to be repaid from revenues from the airport residual land
development during the first full year that such revenues are
available to the City. The proposed loan payment would include
interest at the City's interest earning rate.
The project amount is $82,000.00. This includes the design,
installation, and operation fees.

Recommendation
It is recommended that the City Council authorize the City
Manager to negotiate and execute a contract with IT Corporation
for Engineering Services for the design, installation and
operation of a vapor extraction system at the Municipal Airport.
