'-JJ SEP 1 2'J85 , "- ~t'P -- ;:;0/- f!) 6 AP:HED:mh City Council Meeting 09/12/89 Santa Monica, California TO: Mayor and City Council FROM: city staff SUBJECT: Authorization for City Manager to Submit an Application and Execute a Grant Agreement with the Federal Aviation Administration for an Airport Improvement Program Grant in the Amount of $300,000 to construct and install security fencing, access gates and soundwalls at the Municipal Airport Introduction This report requests that the City Council authorize the City Manager to submit an application and execute a grant agreement with the Federal Aviation Administration in the amount of $300,000 in Airport Improvement Program funds. The funds will be used to construct and install security fencing, access gates, and soundwalls (blast fences) in fulfillment of the City's obligation to redevelop the Municipal Airport under the 1984 Santa Monica Airport Agreement. Background The 1984 Santa Monica Airport Agreement between the city and the Federal Aviation Administration provided for the implementation of a comprehensive Airport noise program, for the operation of the Airport until July 1, 2015, for the creation of a 5 acre extension of Clover Park and 37 acres of residual land, and for the consequent consolidation and improvement of airport facilities. Phases One and Two of the Airport Redevelopment - 1 - . . Program have been completed. This project entailed resurfacing and relocating taxiways, installing new roadways, sound walls, new lighting and new drainage systems. Thus the basic Airport infrastructure has been improved to first class standards. Phase Three of the Airport Redevelopment Program has been approved in the City's capital program for FY1990-91 in the amount of $1,800,000. The project was to include taxiway resurfacing and extension, obstruction lighting, perimeter road extension, security gates and fencing, and blast fences to protect airport neighbors from noise from pre take-off runups. Unfortunately, the Federal Aviation Administration is only able to fund $300,000 of this project at this time due to budgetary constraints and priorities. Consultation with the FAA has identified the blast fences, security fences and access gates as the priority items and $300,000 has been allocated for this purpose in Federal Fiscal Year 1988-89. The Grant Agreement must be executed by September 30, 1989 to enable the city to receive these funds. The remainder of the project will likely be funded in Federal Fiscal Year 1989-90. Increased non-aviation activity on airport property not reserved for aviation use has necessitated the development of a new security and access plan. Persons interested in the residual land, college students and others need to be restricted from accessing the airport operations area (AOA). Fencing and card gates will thus be installed around the entire Airport perimeter as a part of this project. - 2 - . . The Airport master plan also called for blast fences at either end of the runway to deflect noise and blast from aircraft runups. Three blast fences and one enclosure will be installed to buffer neighbors from aircraft sound and vibration. This effort should greatly benefit airport neighbors. Budgetary/Fiscal Impact The following adjustments to the FY1989-90 City budget for the Municipal Airport are required for this project. 1. Increase revenue estimate in Account #33-150-239-00000-248-10000 to $300,000. 2. Appropriate $33,333 in Airport Funds as the required match and $300,000 in FAA funds from Fund 33 to Account #33-710-631-29890-8911-99230 for a total appropriation of $333,333. Recommendation It is respectfully recommended that the City Council take the following actions: 1. Make the appropriations detailed above; and 2.
