of Motor Veh1cles System. In thlS system DMV will, upon notice by the
City, place a "stop" on vehicle reglstrations if parking cltations
are not pa1d. Part of this redes1gn has been accomplished and 1S 1n
operat1on. However, the personnel shortage of the Court st111 eX1sts
and we w1ll still be running the present, essent1a1ly manual, system
through ill1d 1980 and it w111 be necessary to keep temporary personnel
ln the Courts until June- 3D" 1980 1n order to keep the system current.
SOLUTION
Th1S problem can be solved by reta1n1ng temporary personnel ln
the Courts 1n the following schedule:
a. Two from December 1, 1979 to March 1, 1980.
b. One from March 1980 to June 30, 1980.
c, ~one after June 30, 1980 as the work load on the Courts
w111 have been greatly reduced.
These temporary personnel will also enable both the City and
the Courts to facilitate the implementat10n of the new system, Slnce
for approx1mately three months we will be running two systems;
i.e. phas1ng out the old and introducing the new.
The est1mated cost of the temporary employees 1S S8000 wh1ch
can be transferred from Estimated Salary Increase Account
01-700-724-000-101 to City Data Processing Temporary Salaries Account
01-100-223-000-150.
RECOMME?'-1DATIOK
It is recommended that S8000 be transferred to Data Processing
for retention of personnel 1n the Courts until June 30, 1980.

SUBJECT: Ordinance Amending Mun~cipal Code Sectlon 33750
As part of its efforts to revise the Municipal Code,
the city Attorney's Office has prepared an ordinance amending
Munlcipal Code Section 33750. The purpose of this amendment
is to make the section consistent with the Vehicle Code.
Currently, Section 33750 contains a 120 hour proscr~p-
t~on against continual parking and makes reference to an in-
appl~cable section of the Vehicle Code. The proposed amend-
ment would bring the sectlon lnto consistency w1th the
Vehicle Code by reducing the time period to 72 hours and by
referenclng the proper section of the Vehlcle Code. (Both
the current section and the applicable provis10n of the
vehicle Code are set forth 1n the attachment.)
RECOMMENDATION
It is respectfully recommended that the accompanying
ordinance be introduced for first reading.

THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES ORDAIN AS
FOLLOWS:
SECTION 1. SectIon 3375D of the Santa Mon1ca MunICIpal Code

parked or left standIng on any street, alley
or publiC way for a perIod longer than 72
consecut1ve hours may be removed by any
polIce offIcer pursuant to Section 22651 of
the VehIcle Code of the State of Ca11forn1a.
SECTION 2.
Any prOVISIon of the Santa MonIca MunICIpal
Code or appendIces thereto InconSIstent WIth the prOVISIons of
thIS ord1nance, to the extent of such InconSIstenCIes and no
further, are hereby repealed or modIfIed to that extent necessary
to affect the prOVISIons of thIS ordInance.
SECTION 3. If any sectIon, subsectIon, sentence, clause,
or phrase of thIS ordInance IS for any reason held to be InvalId
or unconstItutIonal by a deCISIon of any court of any competent

Jur~sd~ct1on, such dec~s~on shall not affect the va11d1ty of the
rema1n1ng port~ons of the ord1nance. The C~ty Counc~l hereby
declares that ~t would have passed thlS ord~nance and each and
every
sectIon, subsect1on, sentence, clause or phrase not
declared lnvalld or unconst~tut1onal w~thout regard to whether
any port1on of the ord1nance would be subsequently declared
~nval~d or unconstltut~onal.
SECTION 4. The Mayor shall sIgn and the C~ty Clerk shall
attest to the passage of th1S ordInance. ThIS CIty Clerk shall
cause the same to be publIshed once ~n the offlc~al newspaper
w1thIn 15 days after Its adoptIon.
The ord~nance shall become
effect1ve after 30 days from 1tS adopt1on.
