In accordance with your request. we have InvestIgated the scope of the
archItectural and englneermg work In connectlOn WIth the proposed AIrport
FIeld Improvements, as described III the CIty of Santa Momca's request
for Federal AId, Form ACA-1623. dated October 17, 1961, and vvish to
make the following proposal.
1. ArchItectural and Engmeermg services wIll conSIst of detailed
workIng dra\Vlngs and speclflcatlOns and construction management
as necessary for the construction of 11,720 cub1.c yards of
excavation and embankment, approximately 201,000 square feet

Munlclpal Airport - Phase A Development
1. At the regular adJourned meetlng of November 1. 1960,
the City Councll instructed this offlce to lmplement the MunicIpal
Airport Phase A development by several means, viz a contract
with Dr Henry A. Babcock, selection of both an architect and a
leasIng agent, and, after workIng wlth the said leaslng agent, deter-
mination of the best procedure for financIng construction (1. e., pri-
vate capItal or bond issue).
2. Pursuant to these lnstructions, Dr. Babcock has been re-
tained In accordance wlth terms set forth in his letter proposal of
November 3, 1960.
3 It is the mtent of tills office to submIt to the City Councll
any proposed contract with elther an arclutect or a leaslng agent in
order to obtaln authorlzation before execuhng such an agreement on
behalf of the Clty. Prehmluary lnvestigations have shown new fac-
tors which require CounCll consideration, which factors hereInafter
are set forth.
4. Proposals were solicited and recelved from six architects
(or archltectural fums). The contract form prepared by this offlce
and used by these architects in submithng proposals provlded for
four serVlces, V1Z.:
(a) Schematlc Design
(b) Preliminary Drawmgs
(e) Working Drawmgs
(d) ConstructlOn Management
The contract called for a maXlmunl dollar fee for prepanng the Sche-
matic Deslgn, subject to add1tional payment to the architect 1ft as a
result of lease negotlatlons by the City or the City's leasing agent, it
is necessary to modify the approved Schematlc Deslgn. The City may
terminate the contract upon completion of either the Schemabc Design
or the Preliminary Drawings.

5. ThlS office furnished copies of the Pereira &:. Luckman
Airport Master Plan report and the Babcock Economic Analysis re-
port to Coldwell, Banker &:. Company for study and recommendation
as to the leasing services they could perform for the City m imple-
menhng the Phase A development. This firm has expressed senous
doubts as to whether a motel ground lease truly benefiClal to the City
could be negotiated prior to the development of a greater demand for
such a faClhty (see underscored paragraph ln attached letter). These
doubts are based upon the absence of any scheduled airlines traffic
and the posslble noise factors emanahng from the take-off end of the
runway. After much dehberatlon, this offlce concurs wlth the doubts
expressed by Coldwell, Banker &:. Company regarding a motel ground
lease at this 11me.
6. On December 12, 1960, the Federal Aviation Agency (FAA)
conveyed to this office a letter expressing interest in negotiating a
lease for approxlmately 30,000 square feet of office space ill the pro-
posed office building. The Babcock report d1d not contemplate FAA
use of this building and recommended only 25,000 square feet of rent-
able office space. This offlce beheves that the Schematic Deslgn,
therefore, should encompass not only the recommended 25, 000 square
feet but also the FAA desired space, or a total of 55, 000 square feet.
7. Based upon the Coldwell, Banker &:. Company flnd1ngs and
the proposed FAA lease, thiS offlce requests that the City Council
modify the prior lnstructions, as follows;
(a) Eliminate the motel from the Phase A development,
but reserve ground area in the Schematic Deslgn which could be leased
at some future date lf a demand for a motel is generated.
(b) Incorporate lnto one structure for Schemat1c Deslgn
the following fadl1hes;
(1) Control tower
(2.) Airport admmistrative offices. lncludmg a public
lobby and re strooms
(3) 55,000 square feet of office space, and the struc-
ture so designed that additional floors may be added, if necessary, to
the off1ce porhon of the structure
(4) Restaurant space --the lessee to provide h.1s own
furnlshings, fIxtures and kitchen equipment
(5) AutomobIle parking on the lower level

(c) Request the S1X arclutects to resubmit proposals
based upon (a) and (b), above, and (tms office) select one architect
subject to Counc11 approval.
(d) Instruct Dr. Babcock to adjust the cost and earmng
estimates g1ven in h15 Economic Analysis report 1n order that the
adjusted eshmates may serve as a basis for lease negotlatlons.
(e) After completlOn of the Schemat1c Design, (the City
or the leasing agent) negohate leases for office and restaurant space,
based upon the City f1nancmg the construction of tlu.s structure.
(f) Upon completlOn of lease negotiations (d. (e), above).
instruct the arch1tect to mod1fy the Schematlc Design, if necessary,
to agree wlth the requ1rements of the prospechve lessees.
(g) Instruct Dr. Babcock to reVise the cost and earning
estimates as may be requIred due to lease negotlations and to pre-
pare final net revenue figures for use at the tlme of consldering the
exact procedure by which the City shall finance construcbon.
8. Assumll1g the foregoing request is granted and the modi-
fled lnstructlons issued, this office will continue with plans for the
selechon of an archltect and possibly a leas1ng agent, subject to

Phase A Airport Improvements, whIch report was to include a study of

Mr. Babcock outhnes on pages 131 - 133 of his report the recommended
procedures leading to the finanClng of the Phase A development which 1S
based on the City building all faCllities. However. if the City Councll de-
c~des that the motor hotel and restaurant are to be bUllt by conceSSlon-
a~res on leased land, some change m procedure would be necessary.
When the decislon has been made whether to bUlld or lease. I would
suggest you instruct the GJ.ty Manager to prepare appropnate contract
proposals for arch1tectural se rVIces and leaslng agreements and to
make recommendations to the Clty COUllCll for engaglng these services.

You W1ll note that all new faC1lities to be constructed on the Oakland
Airport wlll be financed 7Jy the Port of Oakland, and that the only
ground lease wIll be for a motel to be located on non-aHport land
owned by the Port of Oakland and located about 3 mIles from the
aIrport.

Apart from the airport propertIes. but on Port-owned land, a
$1,500,000 00 motel WIll be constructed by Transwestern Hoteh,
Inc Th18 company IS developlng a chaIn of motor hoteh, which In-
cludes the Edgewater Inn lD Corte Madera and others at Lake Tahoe
and Eureka The land is located In the indultrial park area near the
freeway, approxImately 3 miles from the new terminal.
The motel w:ll be mostly two atories arranged in a lemi-circle

175 guest room. con8tructed lDltially, all at least 271 x 14'. Four-

Gentlemen:
It IS with consIderable interest that we here at Packard-Bell have followed
the recent developments concernIng ltPhase All of the Master Plan for
Santa MonIca Airport.
As one of the many Industnes located close to the aIrport, we have come
to rely upon thIS adjacency as one of our most important bUSIness assets,
and any steps that the CIty of Santa MonIca may take to improve the aIr-
port's faClhtles WIll make the sltuatlon Just that much better.
To Illustrate our use of the aIrport: when It was necessary a few years ago
to expand our manufacturing and research plants: an area near Thousand
Oaks In the western San Fernando Valley became pOSSIble only because
our Home OffIce was close enough to Santa MonIca Airport to allow rapldJ
short notice Inter-plant transportahon.
Also, Packard-Bell frequently plays host to engineers and execubvesof
other companies, usually outSIde this area, who come to Southern Cahf-
orn~a on bUSIness. Often these men are on tIght schedules, and the
prospect of hotel and restaurant faciIitles located right at the airport in
Santa MonIca WIll make 1t Just that much eaSIer for us to have these men
lnclude Packard-Bell In thelr ItInerary.

mercial aircraft modification centers in the United States,
now producing both learstar and Allison Prop Jet Convair
conversions, wishes to support the Santa Monica Airport
Master plan Improvements as suggested by Dr. Henry Babcock,
Airport Economic Consultant.
That part of the master plan which would develop restaurant
and motel facilities is of special interest to us as it has
been necessary for many of our customers to unload passengers

On September 30th I addressed to the City Council a letter setting forth
the position of Wade Air Service in regard to the proposed Master Plan at
Santa M:onica Airport, and than was in attendance at the City Council meet-
ing of October 11th, in the hope that the matter would be a part of the
agenda. At that meeting I learned that the City Counell quite rightly was
deferring action rmtll information could be obtained f:rom the City of Oak-
land, as tothe manner in which they were handling similar facUities.
At that meeting of October 11th, Mr. Tom Baxter of my office made the
suggestion to the Oity Council that perhaps soma inquiries to the City of
Phoenix, Arizona, might also be advantageous, and Mr. Bundy was directed
to include Phoenix in his quest for parallel development.
Acting on the assmnptlon that this information from Phoenix would be made
a part of the C1 ty Council t s study, we at Wade Air Service took it upon
ourselves to explore the attitudes of various Phoenix business men to the
hotel and restaurant facilities at Sky Harbor Airport. The largest down-
town hotel in Phoenix is the Westward Ho, and the same owners also operate
the Vs1~y Ho in Scottsda1e and the Superstition Ho at Apache Jrmction. Mr.
Baettig, manager of the 1/festward Ho made the statement that, "We don't even
think of the Phoenix Airport Motel and Restaurant as competition. We feel
ths.t all of the business at the airport facilities comes from. people on
short (one to two day) layovers. No conventions, dances, service groups,
etc., and certainly no vacationers stay at the airport facilities for any
length of time."
Mr. Jack Kogan, owner of the Arizona Manor Hotel, Holiday Restaurant, and
Clovm's Den Cocktail Lounge said, "The airport mote\.restaurant rill s a
definite need. It is not up to the business men of any town to pressure
the city into stopping possible competition; i.e., building of a municipal
motel-restaurant at a city airport. The airport facilities have not lmrt
our business 1n any way. It

Mr. .Arthur Rotrif"eder, owner and manager of The Jenniler Shops, a women's
ready-to-wear chain, said, "The restaurant-motel at Sky Harbor Airport is
an important factor to the natural growth of Phoenix, and a definite nec-
essity to the thousands of people who must eat and sleep at the airport due
to travel commitments. Their very existance has helped allow a larger num-

the city, and many return to spend their vacations or make permanent
resid enee. It

Switzer's, Haneyfs and Diamonds', four of the largest retail enterprises
in Phoenix. l!2.!! one adverse comment to the Sky Harbor Airport hotel-
restaurant facilities was received.
Knowing that these accomodations were put in service in Phoenix in 1958,
we then went to the figures of the Federal Aviation Administretion to
learn what had happened to air traffic in the Phoenix area, to compare
with Sauta Monica. From the FAA handbooks of 1955 through 1959, the
following illuminating statistics were culled:

But airline traffic is a part of the Phoenix total ; military traffic is
common to both; and Santa Monica has had considerable traffic from the
Douglas plant. The only reasonable common denominator is to examine the
General Avietion traffic of both eirports. The FAA (or its predecessor,
the eM) did not make this breakdown for 1955, so now we examine the
period 1956 through 1959:

We are pleased to hear that the Sky Commerce Center recommended
by Dr. Babcock is going to be acted upon soon by the city council.
We are pleased to see that Santa Monica has had the foresight
to initiate this proJect. It is obvious to us that your airport
lends itself well to the plans of Dr. Babcock. It will be a
great asset to the city and wit.hout question will contribute
a great deal to the commerce of downtown Santa Monica.
We operate our executive aircraft basically in three states and
utilize many munic1apl facilit1es in this area. Naturally we
choose those airports whose facilities best meet our needs, and
encourage our factories and customers to do likewise. I am sure
that with the ney Sky Commerce Center, Santa Monica will become

For the past thirty years I have been actively engaged in the field of
aviation, with the last fourteen of them spent as an operator at Santa
Monica Municipal Airport, so r respectfully- request that my oollllllents on
the proposed Master Plan for this airport be accepted in the light of
this background.
Santa Monica Airport was born as Clover Field in the very earliest d8J"s
of aviation in Southe:rn California, but not until the mid-1930s, with
the tremendous exp811sion of the DoUgl2S plant, did it truly begin to
take its place as a major facility in the ares.. The war brought further
expansion on the field, particularly at Douglas, and the years immedi-
a.tely after the war saw a JlUshrOODling of civil flying. This had the re-
sult of placing Santa Monica Airport at the very top of the traffic list
of all airports in the United States without airline service, and nine-
teenth among all the nation's airports.
While the years following the war have done much to enhance Santa Monica's
position in aviation, there 1s every reason to believe that the ;rears to
come will bring a growth pattern that wUI totally eclipse the past.
Since airline activity is not a part of this airport's traffic, and actual
airoraft m81Il1facture has ceased at the Douglas plant, Santa Monica is in
the unique position of being devoted 100% to the increasingly im.portant
portion of the industry known as General. Aviation. Yet this is no smell
part! In 1959 there were some 80,000 aircraft registel"ed in this oategory
against fewer than 2,000 on all the airlines. Many of these General Avia-
tion planes are corporation owned, and flown on schedules that enable top
executives to make best use of their time. All in all, General AT1ation
accounted for more than 85% of all fi:Y1.n2: done in the United states during
the first six months of 1960, ~thi8 percentage is on the increase.
The Federal Aviation Agency, fully cognizant of' this situation, several
years ego requested a study made by' a special committee, headed by Mr.
Edward p. Curtis, President of Eastman Kodak. This studY', since known as
"The Curtis Report", has conservatively forecast that by 1970 the number
of aircraft in General Av1s.t1on flying will have doubled, end by 1975
will have tripled, while the number of aircraft in airline service .ill
haTe increased by no more than 15..20%.

I am sure that the Air Traffic situation is no stranger to any well-
informed newspaper reader, so no introduction to this problem ii!!
necessary. However, it stands to reason that if General Aviation is
to experience the growth predicted, there must be separate, well-
equipped airports, strategically located throughout the country,
devoted solely to servicing the needs o:f this specific group, tor the
major terminals such as Los Angeles International, Midway and O'Hare
in Chicago, and New York's Idlewild and La Guardia ..Ul be virtually
saturated with airline tra:ffic only. Thus, Santa Monica Airport is
elready in the enviable position of being known a.s a terminus for
General Aviation, and stands at the threshold of capitalizing on
this inevitable growth.
It is my understanding that the Master Plan mentioned earlier includes
the construction of new terminal facUities, a motel, and a restaurant.
It 1s also my understanding that (as with sny form of progress) there
are opponents to this plan. Without an opportunity to know who the
objectors are, or what their exact objections may be, let us chari-
tably assume that without exception they are based soleI,. upon a fear
that these new commercial enterprises on the airport would in some
way be injurious to some present businesses. An objection on any
grounds other than economic must necessarily be di~1 Bsed as merely
emotional.
Being 1n aviation and not on the City Council, it is possible for me
to orrer figures which pertain to DIY" field, but I would not attempt to
set forth here any statistics on the industria1 growth of Santa Monica
in the past decade. This, you gentlemen know far better than I. And
into this picture we must bring the whole western portion of the Los
Angeles basin, for from an aeronautical point of view, Senta Monica
Airport 1s not restricted to aircraft whose passengers live and have
business solely within the geographical city limits. This airport
is the operations gateway for all business flying for comp.llJ!5es with-
in a radius of about fifteen mil es.
Let lie emphasize that this does not by any means refer to organizations
who simply base their aircraft here. Eight hours on the flight line at
Santa Monica would introduce you to planes owned and operated by cor-
porations allover the United States: lIagnavox, RCA, Morrison-Knudson,
Upjohn Chemicals, Signal Oil, Texaco, Lytel Engineering, Sears-Roebuck,
Collins Radio, General Motors, Union OU, and Monsanto Chemical, to
name but a few.
When the men who use these planes arrive, time is of the essence or they
would never have turned to the air for transportation in the first place.hThus, the General Aviation terminal that offers rood and lodging on its
grounds will be their destination. One of the finest examples of a
successful enterprise of this type may be found at Sky Harbor Airport
at Phoenix, .A..rizona. There, a 200-unit motel is constantly full, but

more :important, because the very erlstance of this motel is known to
those who fly, Phoenix becomes an attractive Jlttst on their itinerary.
While there, they usually find tae to spend a dollar or two over and
above their meals and beds, and the revenue which the City of Phoenix
has realized from this investment has been considerable.
Then, there is Reading Airport, at Reading, Pennsylvania.. There, _All
conference rooms have been built into the motel facUity, permitting
busy executives to schedule meetings right at the airport while their
planes are being serviced. Once again, an airport is selling time. and
the airport that stocks it as a commodity will get the bus1ness.
A third example may be found much closer to home.. In the past few years
motels -- with good restaurants -- have sprung up around the parmeter
of Los Angeles International Ai:,:"port, and a few telephone calls to the
managera of these establishments will furnish same interesting and sur-
prising information as to their constant state of saturation.
The thought that oonstruction of a restaurant with hotel or motel at
Santa Monica Airport would in any way work to the detrament ofaxist1~g
similar businesses in the downtown area is a fallacy. If 8Ilyth1ng,
their business would increase, for -- as with Phoenix -- whan the motel
is f'ull, as it usually is, if the stop has already been made and no rooms
are to bEl found, the downto~ busL'lElsS man gets th~ trade. The pattern
for airports that have taken this step elsewhere has been that satellite
lDOtels had to be bnil t adjacent to the airport to handle the ovarf'lolf.
In the recent controversy over oil drilling at Santa Monica, much point
....as made of the effect this could have on the tax situation. There is
an excellent parallel here, so far as it goes. Even the opponents to
the proposed construction at the airport agree that it should be a re-
aomrline success, and it 1s this fear of success that brings them to
protest. It ~ou1d not be fair to omit reference to the effect this same
success would have on taxes. Already Santa M.onica Airport is one of the
few municipal enterprises to show a consistent profit. If this prof"it
were to increase it would worK to the betterment of every business and
individual in the city.
And willa improvemsnt of the airport facilities are under consideration,
I would like to take this opportunity to add one request: To make this
airport fully functional at all tiilleS and in all weathers, some form of
InstI"l.1lll.snt Landing System should be implemented as rapidly 8S possible.
Santa Monica exhibited remarkably advanced thought several years ago
when -- with civic funds -- they installed the terminal ~ange
facility. This was an excellent step in the right direction, but it
still does not allow the airport to be considered an instrument field..
For Santa Monica to pass up the opportunity to retain the lead it already
enjoys ia unthin.1rable.. The airport !mll3t progress, for if it does not it
will dramatically affect tha economy of the entire area in what must be

an Age of Aviation. With the projected terminal, motel, restaurant,
and the electronic addition referred to above, there is no reason why
Santa Monica Airport should not be a classic example of the esteem in
which a city holds its airport, as well as an example of the lengths

a proposed improvement program at our Santa Monica Airport.
We wish to go on record as being for it and interested enough to stop and think for a moment,
II How can we help, what is not common knowledge about businesses at this airport which

f don't think, for instance that you know that our smal I segment of private free enterprise at
the airport has paid rent to the City of Santa Monica from March 1st 1948 to date the sum of
$38,375.50; has contributed $636.55 in wholesale and retail business licenses; has enriched
the coffers of the City with over $20,000.00 in sales tax returns. Much of our $100,000.00
yearly payroll is spent locally.
Now, these figures should mean something as here is concrete evidence in cash of the kind of
returns the City has received solely because the City owned and leased to us space and a
hangar making our operation possible.
In our humble opinion there is nothing wrong in the City proposing to use additional public
money to provide additional facilities for new private enterprises at this airport.
We need hotel or motel faci lities here.
We need a good restaurant.
We need this improvement program.

ned for Santa Monlca Municlpal Airport is under serious con-
sideration by the members of the Council.
I would like to lend the support of our company to this very
important addition to your airport.
We are the exclusive distributor of the Aero Commander covering
the states of Californla, Arizona, Nevada and Mexico. Last
year, our company grossed over $3,000,000 in sales of aircraft,
electronic gear and accessories. This volume of business~ of
course, means a great deal of money to the City of Santa Monica
ln sales tax. Dealing wlth the corporations and companies that
we do, it is necessary that we have attractive, convenient over-
night facilltles, conference rooms and dining facilities for
these very important people.
During the past ten years, it has been my experience that the
majority of these business executives, who come to Santa MOnlca
Airport, go to Beverly Hills and downtown Los Angeles in order
to get in to nice hotels. If the Sky Com~erce Center were an
actuality, the maJorlty of the owners and their guests would
use the airport facilities. This would mean more business for
the City of Santa Monica and also nore sales tax.
I respectfully urge your support or this Sky Commerce Center
to make Santa Monica Municipal Airport the outstanding executive
alrport in the Unlted States.

It is our understanding that the City Council is currently
considering a proposed improvement program for the
Santa Monica Airport.
While there are some aspects of the total ftmaster plan"
which we feel are somewhat unrealistic, we are heartily in
favor of the initial phase calling for the development of
restaurant and motel facilities at the airport to be leased
to competent private enterprise.
There is apparently some opposition to this program on the
part of other businessmen in tbe city, principally the
operators of restaurants and botels. It is our feeling that
such opposition 1s short sighted.
In our daily contact with transient corporate owned aircraft
and their passengers and crews we are privileged to learn a
great deal about the desires and requirements of this so-called
"carI'iage trade" type of traveler.
In most cases the owner-passenger has no interest in staying
at the airport and generally has prearranged his food and
lOdging requirements. Their crews, howeverJ must remain with
the aircraft until it is secured and be immediately available
for departure upon the ownerts call. Frequently there are
services required on the equipment which the pilot is
expected to oversee.
Should adequate motel and restaurant facilities be provided on
the airport we feel certain that a much larger percentage of
this type of aircraft would stop at Santa Monica and that the
increase in "passenger dollars" spent downtown would more than
offset any loss in ttpilot dollarstt which may now be being
spent downtown or in nearby West Los Angeles.

Without considering the inevitable increase in airport
revenues, it is felt that the increase in travel to this
area which would be attracted by the proposed facilities
would in itself more than justify the improvement program
both in terms of increased business and in municipal stature.
