INTRODUCTION This report recommends that the City Council adopt a resolution authorizing the city Manager to execute Lease No. DTFA08-89-L-12832 and Lease No. DTFA08-89-L-l2736 with the United States of America acting through the U.s. Department of Transportation, Federal Aviation Administration. BACKGROUND certain navigation aids, including a rotating beam ceilometer and a runway end identifier light for Runway 21 have been installed, operated and maintained by the Federal Aviation Administration (F.A.A.) for several years at Santa Manica Airport. The lease agreements far these devices have expired. The attached leases are essentially renewals of those expired agreements. Their terms will be renewed automatically each year through June 2015. That date coincides with the termination of the Airport Agreement between the City and the F.A.A. 6-F - 1 - AUG ,'1990 . . Lease No. DTFA08-89-L-12832 conveys possession of two small plots of land encompassing approximately 0.009 acres each for installation, operation and maintenance, together with rights of access and power and signal conduit lines, for a rotating beam ceilometer (R.B.C.) system. The R.B.C. system provides necessary weather data on cloud heights to Air Traffic Controllers. They, in turn, provide this information to pilots of aircraft approaching or departing from Santa Monica Airport. Such weather information is essential to the safe operation of aircraft in the area. Lease No. DTFA08-89-L-12736 conveys possession of another two small plots of land, approximately 0.004 acres each, and one parcel of approximately 0.009 acre for installation, operation and maintenance, together with rights of access and power and signal conduit lines, for a runway end identifier light (R.E.I.L.) system for Runway 21. This system provides a pair of high intensity strobe lights which identify the end of the runway for pilots landing on Runway 21. The R.E.I.L. system is an important navigation aid which contributes to the safety of aircraft landing at Santa Monica Airport. The lease terms are renewable annually at the option of the F.A.A. The renewal options run through June 2015 and are consistent with the Santa Monica Airport Agreement which requires the city to operate the Airport through that date. - 2 - . . BUDGETARY I FISCAL IMPACT There is no budgetary or financial impact resulting from this item. The F.A.A. will operate and maintain the R.B.C. and R.E.I.L. systems in consideration for use of the premises. There will be no cost to the city for these systems. RECOMMENDATIONS staff respectfully recommends that the City council approve the attached resolution authorizing the City Manager to execute the necessary documents pursuant to these Lease Agreements.
