This is pursuant to Clty Councills October 26th request for a 30-
day survey of touch-and-go landlngs at the a~rport, and your memo of Nov~~ber
28, 1971, relative to s&~e. (Copy of memo attached.)
Attached is a copy of the F.A.A. (Control Tower) monthly alr Traffic
Control Report for November 1971, which, in accordance with Council's request,
shows a breakdown of air traif~c operations, including also a count of ~~ouch-
and-go" landings.
The attached F.A.A. report lists November 1971 Alr Traffic ope~atlons
as per the following:
1. Total itinerant operatlons:

By comparison, I am advised by F.A.A. that
1. Orange County ALrport averages four times as many 'touch-and-go'
landing operations as Santa Monica Alrport.
2. Van Nuys Airport three times more.
3. Torrance ALrport two times more.
Tne major part of all designated (local) flights are traLnLng/practice
flLghts. These flights, whether touch-andwgo or that wherein the pilot complete-
ly lands his aircraft then proceeds, under air traffic control, to tax1 h~s aLr-
craft back to the departure point to again await his turn for take-off, has, for
practically the entire existence of the airport, been a part of the a1rport's
operations. in fact. of any active airportls operations.

All touch-and-go hmdl.ngs ate stopped, by the Control Tower. upon
the hour of darkness. (one-half hour after sunset) The time w~ll vary Wl th
the season. However, at no time are touch-and-gos per,u:i.tted after 9:00 P.X.
Other fl~bht operations, with the exceptlon of itinerant arrLvals or
de?artures, are curtailed by the ConLrol Tower at 9;00 P.M. as a part of the
Al.r?ort's rules and regulatLons of long standin~.
pure Jet departures are curtailed between the hours of 11:00 P.M.
and 7:00 A.H.
This offl.ce ~s certaLll no subterfuze has ever existed or was ever in-
tended. A part of any fl1sht school's instrLctlon is requlrea by F.A.A.
rcQulations here, or any other alrrleld. to include a prescrlbed number of hours
or n13ht flyine time for pilot certification. (Two hours for ?rivate pilot,
five hours for commercial tLcket.)

that Saata ~on1ca ~ir traff~c is down considerably last year over prev~ous
y'~ars. The 1966-67 log shows a total of 377,015 air traffic operatl.ons for
that year. wl.th 227.810 of these as 'local' flights aeal.nst 17l,7l7 for last
year, whereas itinerant flight count is up over the previous year's count.

SUBJECT: Total Touch and Go Landings and Takeoffs
At the November 23 Council meehng a Mrs. Cherman indicated that continuous
practice landings and takeoffs are now divided technically into two classes as
follows;
A. Touch and go landing and takeoff.

B. Land-taxi-takeoff flights.
If what :Mrs. Cherman says is true concermng the difference between the two
classes of operation. it is abundantly clear that category 11 BII 1.5 a subterfuge
and should be counted as touch and go landings and takeoffs In the 30 day study
you are mak1.ng concerning the number of such operations. In the alternative.
your count can separate the two classes, but show the total number of each.
