SUBJECT: Airport Percent for Art Project
Introduction
This Staff Report recommends that Peter Alexander receive a
$30,000 commission to produce an artwork for the South wall of
the lobby of the new Airport Administration Building.
Background
As enumerated in the Council approved 1987/1988 "Art Plan", the
. sum of $35,000 from the Airport Administration Building Project
was set aside for the purchase of an artwork for the facility as
part of the Percent for Art Program. The architect, Airport
Director and the Arts Administrator recommended that artworks
could successfully be installed on the Sod Roof, exterior
courtyard or lobby. A selection committee was assembled to
oversee an open public competition consisting of Denise Dubroy,
Airport commissioner: Lindsay Shields, Arts Commissioner: Richard
Solberg, architect: Lloyd Hamrol, artist and Josine starrels,
curator, Long Beach Museum of Art.
competition Process and Results
A request for proposals notice was circulated to the community of
. artists. sixty-three artists submitted proposals. The selection

committee reviewed the proposals and selected five finalists:
. Peter Alexander, Karl Ciesluk, Sylvia Gentile, Will Nettleship
and Ron Pippin. The finalists were each given $1,000 to produce
enhanced presentations, including models, on the proviso that the
models become the property of the City. Final proposals were
exhibited in the lobby of the Airport Administration Building for
four weeks from August 20 - September 16, 19B8 and input from the
pUblic was solicited. Votes for the pUblic's first choice
selection were as follows: Alexander - 46, Gentile - 33, pippin
- 13, Nettleship - 12, Ciesluk - 6.
Based on the results of the pUblic opinion poll and selection
criteria outlined in the Request for Proposals, the selection
committee recommended the Peter Alexander proposal. Both the
. Arts Commission and the Airport Commission have unanimously
ratified the recommendation.
Budget and Fiscal Impact
Funds are available in the Percent for Art Airport account
*33-740-560-000-905.
Recommendation
The staff report recommends that the City Council approve the
selection of Peter Alexander for the following reasons:
1. Mr. Alexander successfully met the selection criteria of
quality, scale, budgetary and technical feasibility and
appropriateness to site.

2. The selection committee, commissions and public agree.
. A copy of Mr. Alexander's narrative description and work samples
are available for inspection in the Council office.
The Staff also recommends that the City Council authorize the
City Manger to negotiate and execute a contract with Mr.
Alexander for the project
