Recommendation to Authorize the City Manager to
File a Formal Application for a Grant from
the Federal Aviation Administration (FAA)
for Runway and Taxiway Improvements and
Apron Repair.

This report requests the City Council to authorize the City
Manager to file applications and execute necessary agreements
with the Federal Aviation Administration for a grant for
runway and taxiway improvements and apron repair (Airs ide
Improvement Program) .
Background
The City filed a preapplication for Federal Assistance in
January of 1991 for an Airside Improvement Program to include
runway, taxiway, and apron repair and reconstruction
(attachment 1). The FAA has issued a tentative allocation to
the City of Santa Monica for the Airside Improvement Program
in the amount of $1,000,000 (attachment 2). The FAA has
requested the City file a formal application requesting these
funds in order to finalize allocation of such funds to the
City.

This report proposes to establish a new capital account #33-
710-631-20091-8900-99037 titled - Airside Improvement Program
with a bUdget of $1,100,000. The FAA share of the project is
$1,000,000.
The City share for the project is $100,000 and
will come from excess airport revenues over expenses which
will be generated during fiscal year 1991-92.
This
additional revenue should be reflected by increasing the
budget at revenue account #33-610-631-00000-0298-10000 by
$1,000,000.
At such time as the FAA allocates additional funds as part of
this grant application the City will revise the capital and
revenue budgets to reflect the increased revenue.
It is
anticipated that the FAA will allocate an additional
$1,000,000 for the Airside Improvement Program in October of
1991.
When a subsequent allocation is offered by the FAA,
staff will request authorization from the City Council to
accept the funds.
Any acceptance of funds for this grant
will not bind the City to operate the airport beyond the 2015
date established in the 1984 Airport Agreement with the FAA

Recommendation
Authorize the City Manager to file a formal application for
Federal Assistance to finance runway and taxiway improvements
and to accept at this time an initial grant of $1,000,000,
and make necessary budget adjustments as set forth in this
staff report.
