IKTRODUCTIO~
ThIS report presents informatIon regarding a problem with the
parking cItation processing In the MunIcIpal Court and recommends both
a short term temporary and a longer term solution to the problem.
BACKGROUND
On A p r i 1 2 4. , 1979 a staff report was presented to the City
Counci 1 (Item ~lC)recommending an approprIatIon of $9,250 for the hirIng
of temporary employees to assist the MunIcipal Court In the processing
of parkIng citations. ThIS was approved and personnel were hired bv
Data Processing and placed In the MunIcipal Courts. This effort
resulted bv year-end of FY'79 in the largest collection of parkIng
, ,
citation revenues in the history of Santa Monica. This effort has
contInued WIth little trouble - WIth one exception, since April 1979
to date. The backlog has been reduced to a very low level and the
temporary personnel have been reguced from a high of nine (9) to the
present level of three (3) .
The exceptIon occurred in September of 1979 when due to a
particular proceSSIng problem caused by the Courts it became necessary
to reprocess some of the backlog. The CounCIl approprIated S3,400 for
this additIonal effort and this problem was also solved by mid-Xovember.
Barrlngany further addItIonal problems the parking citatIon system WIll
be current by January 1, 1980.
THE PROBlE:.'!
The orIgInal staff report of April 12, 1979 stated that the
backlog occurred due to PropositIon 13 cuts In the Court and that there
were two problems: 1) The short term problem of the grOWIng backlog,
and 2) the long term problem of preventing the creation of another
backlog.
The short term problem as noted WIll be solred by January 1, 1980.
The long term problem will be solved by July 1, 1980 through redesign
