Background
CIty staff has receIved a petItIon from reSIdents on Stanford
Street between WIlshire Boulevard and LIpton Avenue for a 24 hour
pre fer en t I a1 parkIng zon e. The petItIon represents 35 out 0 f 40
(88%) total re sident la1 dwell1ng un ItS and 85 percent of the
developed frontage. The reSIdents coptend the primary causes of
the parkIng problems and nOIse on the street are attrIbuted to
Hamburger Henry's and Apples Bar located at WIlshire Boulevard
and Stanford Street
EXIstIng CondItIons
Stanford Street IS a reSIdentIal street 150 feet north of
WIlshIre Boulevard. On the southern most segment of Stanford
(c 10 ses t to the commerCl al are a on WI 1 sh I re) there are several
multifamIly dwellIng unIts. The remaIning dwellIng unIts are
single famIly With off-street parkIng.

There are eXIsting parklng restrIctIons on Stanford Street
between Lipton and Wllsh lre Boulevard. On the west SI d e of the
street parking lS prohiblted betweep the hours of 8 am to 10 am
and 2 pm to 3 pm. The east slde of Stanford has parkIng
prohlb it Ions ln effect from 11 am to
pm and 4 pm to 5 pm.
These parklng restrIctions were Implemented approximately 15
years ago to dIscourage employees from WIlshIre Boulevard
bUSInesses from parkIng on Stanford Avenue. These unusual parking
restrIctions made It very dIffIcult for employees to park
on-street but created confUSIon and Inconvenlence to both the
publIC and the reSIdents In the area.
ParkIng AnalYSIS
The eXlstlng parking restrIctlons on Stanford Street made It
d Ifflcul t to truly assess the Impact of non-resIdential parkIng
between the hours of 9 am and 6 pm. However, the mere fact that
these restr lctlon s wer e Implemented appro X lmately 15 year sago
indIcates there IS a potentIal parkIng problem on the street.
CIty staff undertook a parkIng study for a tYPIcal weeknIght.
ThIS was done to determIne the extent of the parkIng problem
durIng a non-peak nIght for the restaurant and the bar. The
analYSIS of the parkIng data for a weeknIght Indicates the peak
use IS between 6 pm and 10 pm WIth the hlghest parklPg occupancy
of 75 percent nop-resIdentlal parklng occurr lng around 8 pm.
Throughout the parklng survey the hIghest concentratIon of
park lng was on the southern end of St an ford Street. However,
non-residentlal parkIng frequently extended to Llpton Avenue.
CIty staff observed the parklng utIlIzatIon on Stanford Street
durIng the peak times of the restaurant and bar (Thursday through

Sunday) and observed a parkIng occupancy after 6 pm rangIng
between 70 and 100 percent. The parkIng surveys canr"ot support
the request for a 24 hour preferentIal parking zone. However, a
preferentIal zone may be created to establIsh permIt-only parkIng
durIng those hours when It would most benefIt the neIghborhood.
The resIdents In the area are not only complaInIng about the
parkIng but also that the parkIng IS the source of an
unreasonable amount of nOIse from bar patrons return1ng to their
vehIcles and frequent occurences of Ind1vlduals ur1natlng 1n the
resIdent's front yards.
C1ty staff met wIth the owner of Hamburger Henry's and Apples
Bar and with representatIves of the reSIdents. It was determIned
that the busIness had done everythIng they have control over to
reduce the problem associated with nOise and parkIng. However,
the problem stIll eXIsts and there are no other feas1ble
solutions to m1tIgate the concerns of park1ng and other related
actlv1tIes occurrIng on Stapford Street.
Budget/FInancIal Impact
It IS estImated that the prefereptIal parkIng program WIll be
Implemented by February 1, 1985 and that 75 reSIdentIal permIts
WIll be sold. This WIll Increase the estimated revenues 1n
01-902-029-000-000 by $1125.
EXIstIng enforcement personnel cap prOVIde the proposed
park1ng restr1ct1ons. It should be noted that If addItIonal
preferentIal parking zones are establIshed In th1S area that
addItional enforcemept personnel may be necessary.
