SUBJECT. OrdInance AdoptIng Current UnIform TechnIcal Codes
and the Santa MonIca Amendments to the 1982
UnIform TechnIcal Codes
ThIS Staff Report transmIts an ordInance amendIng the
MunICIpal Code to adopt the most recent edItIons of the
unIform technIcal codes.
At the present tIme, the CIty IS
applYIng
the 1979 EdItIons of the codes pursuant to
OrdInance Number 1177
(ecs) adopted on October 10, 1980.
The proposed ordInance would adopt the 1982 edItIons of the
UnIform AdmInIstratIve Code, UnIform BUIldIng Code, UnIform
PlumbIng Code, UnIform MechanIcal Code, UnIform FIre Code,
UnIform HOUSIng Code and the 1984 edItIon of the NatIonal
ElectrIcal Code
The delay In adoptIng the 1982 edItIons of the unIform
technIcal codes IS due to the fact that state law reqUIres
that the codes be revIewed and approved by the State
BUIldIng Standards CommISSIon prIor to adoptIon by local
agenCIes
The State BUIldIng Standards CommISSIon dId not
complete
theIr approval of the 1982 edItIons of the
technIcal codes untIl mId-19B4.
In conjUnction WIth adoptIng the unIform technIcal
codes State law authorIzes the CIty to supplement the

local amendments based on local
topographlcalj geolologlc or clImatologIcal condItIons The
City currently has codIfIed these local amendments In a
document entItled
"Santa MonIca Amendments to the UnIform
ConstructIon and FIre Codes ("1979 Amendments").
The 1982 Amendments will reIncorporate the provIsions
of the 1979 Amendments IncludIng three CIty Council
ordInances adopted SInce 1979:
1. The Supplemental Selsmlc Safety RehabIlItatIon
ReqUIrements prevIously adopted by OrdInance Number 1201
(CeS) on AprIl 14j 1981. These prOVISIons Will appear In
SectIon 206(c)j DIVISIon 1.00 of the 1982 Amendments.
2. The ReqUIrements for AutomatIc FIre ExtInguIshIng
and Protection Systems prevIously adopted by OrdInance
Number 1217 (eCS) on August 25, 1981. These reqUirements
were modIfied by OrdInance Number 1279 (eeS) adopted on
AprIl 12, 1983 These prOVISIons WIll appear In SectIon
206(a), DIVISIon 3.00 of the 1982 Amendments.
3 The ReqUIrements for EXIstIng ReSIdentIal
Structures preVIously adopted by OrdInance Number 1217 lCeS)
on August 25, 1981 These prOVISIons WIll appear In SectIon
206(a), DIVISIon 7.00 of the 1982 Amendments.
The 1982 Amendments wllI also adopt three new
prOVISIons not preVIously conSIdered by the City CounCIl'
1. ProhIbIt the use of untreated wood roofIng and
SIdIng for new or replacement roofIng or SIdIng. ~ee

prOVISIon IS In response to a resolutIon dIrected to the
Mayor's OffIce in May 1982 from the Los Angeles County FIre
Services CommISSion.
2. ReaffIrm Resolution Number 2536
(eCS) adopted In
November 1961 regardIng CIty responsIbilIty for code
enforcement In mobllhome parks. See Section 206(e),
DIVIsIon 9.00 of the 1982 Amendments ThIS reaffirmatIon
was requested by the state HOUSIng and CommunIty Development
Department In 1981 and does not Involve any change In
eXIstIng CIty policy or practIces.
3. Expand the BUIldIng and Safety CommISSion by the
addItIon of two phYSIcally handIcapped persons so It may
also functIon as the AcceSSIbIlIty Appeals Board. See
SectIon 204(IJ of the 1982 Amendments. Health and Safety
Code SectIon 19957.5 prOVIdes that the CIty may appOInt an
appeals board for InterpretatIons of state law regardIng
compliance WIth handIcapped reqUIrements. The statute
reqUIres that at least two members of thIS optIonal board be
phYSIcally handIcapped, two members must be experIenced In
constructIon and one member shall be a publIC member.
I tIs
proposed that two handIcapped members be added to the
eXIstIng BUIldIng and Safety CommISSIon WhIch WIll then
functIon as the AcceSSIbIlIty Appeals Board Three members
of the eXIstIng BUIldIng and Safety CommISSIon WIll become
members of the AcceSSIbIlIty Appeals Board and the remaInIng
two members WIll become alternates. ThiS actIon WIll

provlde
an
approprlate forum to address and resolve
technIcal code problems affectIng handIcapped regulrements.
A complete set of the unlform technIcal codes has been
placed In the Clty Councll offIce.
RECOMMENDATION
It IS respectfully recommended that the accompanYIng
ordlnance be Introduced for flrst readIng
