SUBJECT: OrdInance Adoptlng CUrrent Unlform TechnIcal Codes
and the Santa MonIca Amendments to the 1982
Unlform Technlcal Codes
ThlS Staff Report transmlts an ordlnance amendlng the
Munlclpal Code to adopt the most recent ed1tIons of the
unIform technIcal codes. At the present t1me] the C1ty 1S
applying
the 1979 Edlt10ns of the codes pursuant to
Ordlnance Number 1177 (eeS) adopted on October 10, 1980.
The proposed ordInance would adopt the 1982 edItIons of the
UnIform AdmlnlstratIve Code, Uniform Buildlng Code, Unlform
PlumbIng Code, Unlform MechanIcal Code, UnIform Fire Code,
UnIform Houslng Code and the 1984 edition of the National
Electrlcal Code.
The delay 1n adopting the 1982 edItlons of the unlform
technlcal codes 1S due to the fact that state law reqU1res
that the codes be revlewed and approved by the State
BUIldlng Standards CommISSIon prlor to adoptIon by local
agenCIes.
The State BUIldIng Standards CommlSSlon did not
complete
the1r approval of the 1982 edItIons of the
technIcal codes untIl mld-1984.
In conJunctIon wlth adopting the un~form technIcal
codes State law authorlzes the Clty to supplement the

technical
codes
by
local amendments based on local
topograph~cal, geolologlc or cl~matologlcal condItIons. The
CIty currently has codIfIed these local amendments In a
document entItled "Santa MonIca Amendments to the UnIform
ConstructIon and FIre Codes ("1979 Amendments").
The 1982 Amendments wIll reIncorporate the prOVISIons
of the 1979 Amendments IncludIng three CIty CounCIl
ordInances adopted SInce 1979:
1. The Supplemental SeIsmIC Safety RehabIlItatIon
ReqUIrements prevIously adopted by Ordinance Number 1201
(CeS) on AprIl 14, 1981. These prOVISIons WIll appear In
SectIon 206(c), DIVISIon 1.00 of the 1982 Amendments.
2. The ReqUIrements for Automatic FIre ExtIngUIshIng
and ProtectIon Systems prevIously adopted by OrdInance
Number 1217 (eCS) on August 25, 1981. These requirements
were modIfIed by OrdInance Number 1279 (eCS) adopted on
April 12, 1983. These proviSIons WIll appear In SectIon
206(a), DIVISIon 3.00 of the 1982 Amendments.
3. The ReqUIrements for EXIstIng ReSIdential
Structures prevIously adopted by OrdInance Number 1217 (CCS)
on August 25, 1981. These provlsions wlll appear 1n Sect~on
206(a), D~vlslon 7.00 of the 1982 Amendments.
The 1982 Amendments WIll also adopt three new
provlslons not prevIously consldered by the Clty Councll:
1. Prohlblt the use of untreated wood rooflng and
sidlng for new or replacement rooflng or sidIng. See
SectIon 206(a), Dlvlslon 9.00 of the 1982 Amendments. This

prOV1Slon 1S 1n response to a resolutlon d1rected to the
Mayor's Offlce 1n May 1982 from the Los Angeles County F1re
Servlces Commlsslon. $fte Attachment A.
2. Reafflrm Resolutlon Number 2536 (ces) adopted in
November 1961 regardlng CIty responslblllty for code
enforcement 1n mobllhome parks. S~e SectIon 206(e),
DIVIs10n 9.00 of the 1982 Amendments. ThlS reafflrmatlon
was requested by the state Housing and CommunIty Development
Department 1n 19B1 and does not Involve any change 1n
eXlstlng City POllCY or practlces. See Attachment B.
3. Expand the BUIldlng and Safety CommIss1on by the
addItion of two physically handlcapped persons so 1t may
also functIon as the AcceSSIbIlity Appeals Board. See
SectIon 204(1} of the 1982 Amendments. Health and Safety
Code Section 19957.5 provIdes that the CIty may appolnt an
appeals board for InterpretatIons of state law regardlng
comp11ance wlth handIcapped requ1rements. The statute
requ~res that at least two members of thIS optional board be
physlcally handlcapped, two members must be experIenced 1n
construct1on and one member shall be a publlc member. It 15
proposed that two handlcapped members be added to the
eXIstIng BUlldlng and Safety CommISSIon WhIch WIll then
functlon as the Accesslbl11ty Appeals Board. Three members
of the eXlstlng BUIld1ng and Safety CommlSSlon will become
members of the Accesslbllity Appeals Board and the remaInlng
two members w1ll become alternates. Th1S act~on wlll

approprlate forum to address and resolve
technIcal code problems affect1ng hand1capped requlrements.
A complete set of the unIform technIcal codes has been
placed In the CIty CouncIl offIce.
RECOMMENDATIO~
It 1S respectfully recommended that the accompanY1ng
ordInance be Introduced for first readIng.
