Recommendations Regarding Amendment of Preferential
Parking Zone H and Establishment of New Zone Bounded
by Third street, strand street, Neilson Way and pico
Boulevard.
Introduction
This report recommends the City council instruct the city
Attorney to prepare two ordinances. The first would amend the
existing preferential parking Zone H to add Thirtieth Street
between Pearl street and Ocean Park Boulevard. The second would
establish a new preferential parking zone to include Third street
between Bicknell Avenue and Pi co Boulevard, and Bicknell Avenue
between Main street and Third street. staff also recommends that
the City council approve the inclusion of Pacific street between
Main Street and Third street, Bay street between Neilson Way and
Third street, and Third street between Bicknell Avenue and Strand
street in this proposed zone.
Background
The Ci ty Council has instructed Staff to present requests for
preferential parking zones twice a year, 60 days before the
mid-year budget and 60 days before the adoption of the budget. In
addition, council requested an update on all the existing
preferential parking zones and an analysis regarding the effect
the preferential parking zones has on adjacent residential
streets.

preferential parking zones and the results of preferential
parking requests received in the past six months.
Enabling ordinance Criteria
The enabling ordinance requires that the parking surveys and
studies determine that:
1) Non-resident vehicles substantially and regularly interfere
with the use of the majority of available public street;
2) Non-resident vehicles interference occurs at regular and
significant daily or weekly intervals;
3) Non-resident vehicles parked in the area of the proposed
zone cause or are the source of unreasonable noise,
traffic hazards, environmental pollution, or devaluation
of real property in the area of the purposed zone;
4) No unreasonable displacement of non-resident vehicles
will result into surrounding neighborhoods;
5) A shortage of reasonably available and convenient
residential-related parking spaces exists in the area
of the proposed zone; and
6) Alternative solutions are not feasible or practical.
If a proposed preferential parking zone meets the criteria, staff
will recommend to the City Council adoption of the preferential
parking zone. The City council must adopt an ordinance to
establish a preferential parking zone.

Proposed Preferential Parking Zones
The first proposed preferential parking zone is on Thirtieth
street between Pearl street and Ocean Park Boulevard. This would
be an addition to existing Zone H. It is generally a single
family residential neighborhood which is currently experiencing
daytime parking problems. The parking survey indicates that a
majority of daytime on-street parking is used by non-resident
vehicles. The area satisfies all of the criteria as established
in t.he enabl ing ordinance and there are no other measures to
mitigate the problem. The non-resident vehicles are attributed to
businesses along Ocean Park Boulevard. Staff believes the
appropriate parking restrictions for this area should be "2 Hour
Parking 1 9 a. m. to 6 p. m. Monday through Friday, except by
permit".
The second proposed z one is an area bounded by Third Street,
strand street, Neilson Way and pico Boulevard. This includes
Third street between pico Boulevard and Strand street; Bay street
between Neilson Way and Third street; Bicknell Avenue between
Neilson Way and Third street; and Pacific street between Main
street and Third street. The area between Main street and Third
street is a mix of mUlti-family and single family residential.
The area between Neilson Way and Main street is a mix of
multi-family residential and commercial. This neighborhood is a
mixture of new and old mUlti-family residential and old homes
converted into apartments with no or little off-street parking.

Currently, Third street between pica Boulevard and Bicknell
Avenue; Bay street between Neilson way and Main street; and
Bicknell Avenue between Main street and Third street satisfies
all of the criteria as outlined in the enabling ordinance. The
remainder of the area has not submitted sufficient signatures as
required by the enabling ordinance. However, Staff believes the
entire area is equally impacted by the nearby commercial district
on Main street and recommends the entire area be included in the
zone. During Staff's deliberations, notices were sent to all
areas that did not originally petition for preferential parking.
A response of about 40% was received and all of the respondants
were in favor. However, the response did not satisfy the petition
criteria as outlined in the ordinance. Therefore, Staff proposes
to inform all affected residents before the ordinance is returned
for Council consideration. Staff believes that appropriate
parking restrictions for this area should be 112 Hour Parking, 9
a.m. to 6 p.m., No Parking 6 p.m. to 2 a.m. except by permit.1I
Fiscal/Financial Impact
It is estimated that up to 50 permits will be purchased by area
residents of the proposed zone on Thirtieth street and 400
permits will be purchased for the proposed zone bounded by
Neilson Way, pico Boulevard, Third street I and strand street.
This will generate approximately $6,750 in additional revenue in
FY 88/90. In order to establish the requested zone, it will be
necessary to expend about $1,700 for the purchase of permits and
other necessary administrative supplies and about $4,400 for the
purchase and installation of the necessary signage. It is

expected that the Division's current budget will be sufficient to
finance expenditures.
Recommendation
It is recommended that City council:
1) Instruct the city Attorney to prepare an ordinance to amend
preferential parking Zone H, Ordinance #1362 CCS SMMC
(Section 3238H) to add Thirtieth street between Pearl street
and Ocean Park Boulevard, and to prepare an ordinance to
establish a new preferential parking district in the area
bounded by Third Street, Strand street, Neilson Way and Pico
Boulevard including Third street.
2) Instruct the Planning staff to prepare an initial study
and negative declaration for the amended and proposed zones.
