Ordinance Adopting CUrrent Uniform Technical
Codes and the Santa Monica Amendments to the
1985 Uniform Technical Codes

SUBJECT:
This Staff Report transmits an ordinance amending the Santa
Monica Municipal Code to adopt the most recent editions of the
uniform technical codes.
At the present time, the city is
applying the 1982 Editions of the codes pursuant to Ordinance
Number 1334 (CCS) adopted on April 9, 1985.
The proposed
ordinance would adopt the 1985 Editions of the Uniform
Administrative Code, Uniform code for the Abatement of Dangerous
Buildings, Uniform Building Code, Uniform Plumbing Code, Uniform
Mechanical Code, Uniform Fire Code, Uniform Housing Code and the
1984 Edition of the National Electrical Code.
The proposed ordinance will not increase current permit
processing fees.
The City will continue to apply the fee
schedules contained in the 1976 Editions of the uniform technical
codes as adopted pursuant to Ordinance Number 10S5 (CCS) on
January 25, 1977.
The delay in adopting the 1985 Editions of the uniform
technical codes is due to the fact that state law requires that

the codes be reviewed and approved by the State Building
standards commission prior to adoption by local agencies.
In conjunction with adopting the uniform technical codes,
state law authorizes the city to supplement the technical codes
by local amendments based on local topographical, geologic, or
climatological conditions. The City currently has adopted local
amendments relating to a variety of topics.
The accompanying ordinance reincorporates the provisions of
the previous local amendments, including three City council
ordinances adopted since 1985:
1. Ordinance Number 1340 (eeS), adopted on August 13,
1985, to extend the compliance dates for sprinkler installations.
2. Ordinance Number 1401 (CCS), adopted on February 24 I
1987, to modify compliance dates for fire sprinkler installation
in residential structures containing asbestos.
3. ordinance Numher 1403 (CCS), adopted on March 10, 1987,
to permit certain extensions of temporary trailer permits.
In addition, in Section 8109.6, a requirement for ultra-low
flush toilets has been added. This inclusion is in response to
direction by the City Council at its meeting on April 26, 1988.
A complete set of the uniform technical codes has been
placed in the City Council office.

RECOMMENDATION
It is respectfully recommended that the accompanying
ordinance be introduced for first reading.
