Recommendation to Establish Preferential Parking
Adjacent to Santa Monica College
INTRODUCTION
This report recommends that the City council instruct the city
Attorney to prepare an ordinance establishing a preferential
parking zone in the area bounded by 14th street, pico Boulevard
17th Street, Delaware Avenue, 20th street, pico Boulevard, 23rd
street, Pearl street, 21st street, Ocean Park Boulevard and 14th
street.
BACKGROUND
The city Council instructed city staff to present requests for
preferential parking zones twice a year, 60 days before the
mid-year budget review and 60 days before the adoption of the
budget. In addition, council requested an update on all the
existing preferential parking zones and an analysis regarding the
effect the preferential parking zone has had on adjacent
residential streets.
City Staff has provided a separate
information item on the status of the existing preferential
parking zones.
Enabling Ordinance Criteria
The enabling ordinance for preferential parking zones specifies
that the process must be initiated by a petition signed by

residents living in the area. It further stipulates that parking
surveys and studies must be conducted to verify that the
petitioned preferential parking zone satisfies the necessary
criteria. These are:
1) non-resident vehicles substantially and regularly interfere
with the use of the majority of available public street:
2) non-resident vehicles interference occurs at regular and
significant daily or weekly intervals:
3) non-resident vehicles parked in the area of the proposed zone
cause or are the source of unreasonable noise, traffic
hazards, environmental pollution, or devaluation of real
property in the area of the proposed zone:
4) no unreasonable displacement of non-resident vehicles
will result into surrounding neighborhoods:
5) a shortage of reasonably available and convenient
residential-related parking spaces exists in the area of
the proposed zone: and
6) alternative solutions are not feasible or practical.
If a proposed preferential parking zone meets the criteria, City
staff will recommend to City Council adoption of the Preferential
Parking Zone. city council must adopt an ordinance to establish a
preferential parking zone.
Requested Preferential Parking Zone
city staff is in receipt of a request to establish a preferential
parking zone in the area adjacent to Santa Monica College. city
staff has received sufficient signatures to initiate a survey
from residents on 20th, 21st, 22nd and 23rd streets between pico

Boulevard and Pearl street: 21st street between Pearl street and
Ocean Park Boulevard; Cedar, Pine and Maple streets between 17th
and 18th streets: Bay, Grant and Pacific Streets between 14th and
16th streets, Grant street between Euclid and 14th streets; and
Pearl street between Euclid and 16th and 20th and 22nd (see
attached map #1).
The area is primarily single family residential with the
exception of mUlti-family residential on 20th street between pi co
and Ocean Park Boulevards and strip commercial areas along Pico
and Ocean Park Boulevards.

The area for this study was the area bounded by Delaware Avenue,
23rd street, Ocean Park Boulevard, and Euclid street. (See
attached map #2). The results of the study indicate the
following:
There are a total of 2710 on-street parking spaces in this

area of which 2340 are fronting residential property.
The peak period of usage occurs between 10: 00 and 11: OOam.
when 2070 of the 2710 spaces are occupied. Of these, 1370
are occupied by students. It is estimated that 1210 of these
student-used spaces are in front of residential properties.
The 15 block area for which the petitions have been received
includes 630 on-street parking spaces of which 500 spaces are
occupied by students during the peak hour.
The preferential parking zone recommended in this report
includes a total of 1760 on-street spaces of which 1440 are
in front of residential units. Of these, 1185 are occupied
during the peak hour of usage with student cars representing
790 of these vehicles. (See attached map #3).
Analysis
An analysis was conducted for the 15 block area in which the
petitions were submitted to assess the degree to which the
various preferential parking criteria are satisfied. A review of
the area and an analysis of parking data reflecting current
conditions indicates that the proposed preferential parking zone
satisfies 4 of the 6 criteria. It satisfies criteria 1, 2, 3 and
5 listed above. It does not satisfy criteria 4 and 6. These are:
4) no unreasonable displacement of non-resident vehicles
will result into surrounding neighborhoods;
6) alternative solutions are not feasible or practical.
Staff believes that adoption of preferential parking for the 15
block area for which petitions have been received would be unwise
and contrary to the enabling ordinance. As indicated above, it

would cause displacement of non-residents to adjacent street, and

as indicated below, alternative solutions do exist.
Further, evaluation by City staff indicates that the issue of
non-resident parking in the residential area adj acent to the
college must include a comprehensive program of mitigation
measures and cannot be limited to the implementation of a
preferential parking zone. The key element is the increase in
the number of on-campus parking spaces. This program should
include:
A broader and contiguous geographic area for a preferential
parking zone. City staff proposes that a zone bounded by
14th street, pico Boulevard, 17th street, Delaware Avenue,
20th street, pico Boulevard, 23rd street, Pearl street, 21st
street, Ocean Park Boulevard and 14th street be implemented.
Construction of a significant number of new on-campus spaces.
continued efforts to increase ridesharing~ and use of public
transportation and bicycles by students and faculty.
Interim off-campus parking with convenient shuttle bus
service between the parking site and Santa Monica College.
Neighborhood Involvement
Due to the seriousness of the situation, the City Manager and
Staff have held a series of meetings over the past 3 months with
community representatives and Santa Monica college administrators
to discuss the student parking problems around Santa Monica
College.

Among items discussed were preferred location for additional
on-campus parking facilities~ types of preferential parking
(hours, locations, one side of street, night only) and methods of
phasing it in; possible location and costs of off-site lots with
shuttle service: and a number of aspects of ridesharing and its
effectivness.
The objective of the meetings was to develop consensus around
solutions to the problem which would be achievable in a
reasonable time frame. The proposals which follow will require
significant efforts by both the city and the College to remain on
schedule and accomplish all aspects necessary to success of the
plan.
PROPOSAL
1. Santa Monica College should proceed immediately with
necessary design, financing and environmental analysis for
construction of an on-campus parking structure. The target
date for completion should be 18 months.
2. The City of Santa Monica should proceed with necessary
traffic, environmental and legal analysis for implementation
of a preferential parking zone in an area bounded by 14th,
pico, 17th, Delaware, 20th, Pico, 23rd, Pearl, 21st, Ocean
Park Boulevard, and 14th street. The effective hours would
be Sam to 8pm on weekdays. It should be noted that city
staff will notify all residents in the affected district of
the proposed preferential parking plan prior to returning to
Council with an ordinance. The proposed time frame for
implementation of the zone is June, 1988.

3. The City and College should work together to implement a
shuttle service between the southmark/GTE site and the Water
Gardens/SDC site to make use of the 600 temporary parking
spaces (400 at Southmark: 200 at Water Gardens) which have
been offered at no cost by the developers for a period of one
year to 18 months for college parking. (See attached map
#4) . It is proposed that the City fund the cost of the
shuttle from Proposition A funds. Use of these temporary
spaces will allow the College time to complete construction
of new on-campus spaces.
4. The College should continue and expand its current rideshare
program which is now utilizing approximately 450 on-campus
lot spaces.
5. In addition to inclusion of the larger 30 block study area in
the environmental analysis, after implementation of the
preferential parking zone outlined in this report, further
analysis by city staff will be conducted of the impact of
non-resident parking in the remainder of the 30 block study
area.
FISCAL IMPACT
It is estimated that 2500 permits will be purchased by residents
in the proposed zone. This will generate approximately $37,500
annually in additional revenues. Whereas implementation of this
district is not planned until the end of the fiscal year, 1987/8S
revenues will not be impacted.
It is estimated that $1200 annually will be required in the
Traffic Engineering budget to offset the cost of purchasing the

~ permits and mail ing out notices to the residents. The cost to
install the necessary signs is estimated to be approximately
$8000. These items will be reflected in future division budgets
and no additional appropriations are required at this time.
The proposed preferential parking zone may require additional
enforcement personnel and equipment. These will also be addressed
in future Police Department budgets.
RECOMMENDATIONS
It is recommended that City Council:
1) Instruct the city Attorney to prepare an ordinance
establishing a IINo Parking, 8 am to 8 pm, Weekdaysll
preferential parking zone in the area bounded by
14th, Pico, 17th, Delaware, 20th, Pico, 23rd, Pearl
21st, Ocean Park Boulevard and 14th Street.
2) Instruct Staff to continue working with Santa Monica
College staff and area residents to implement the other
elements of the parking program as described in this
report.
3) Instruct Planning staff to undertake necessary
environmental analysis of the proposed district as well
as the 30 block study area.

ASSOCIATED STUDENTS RESOLUTION
Preferential Parking
November 9, 1987
Whereas, the primary purpose of the Associated student
Government is to guarantee the academic and
cultural enhancement of the campus; we, the
Associated Students, believe preferential parking
to be anathema to the educational mission of
Santa Monica College.
Whereas, due to the limited spatial and financial
resources of the campus, present parking
structures can only facilitate a fraction of the
students who attend this commuter college.
Preferential parking would impede access to the
campus, therefore creating additional obstacles
which students must overcome in order to continue
their education.
Whereas, public streets are pure public goods, the
attempts of an unruly majority to circumvent the
foundations of fair government threaten the very
purpose of democracy, which has always been to
safeguard the rights of the minority.
Whereas, the Board of Trustees has stated that
preferential parking would force them to demolish
certain public facilities for the purpose of
parking, this destruction would prevent the
campus from providing many services made
available to the community as well as the student
body.
Whereas, preferential parking would benefit neither
the homeowners as a group nor the
students: instead, preferential parking would
merely shift the dilemma of street parking to the
homeowners outside the preferential parking zone.
Therefore, the dire errors inherent in preferential
parking force the Associated Student Body
to stand united against preferential parking.
