Introduct~on
ThlS report recommends C~ty CounCll ~nstruct the Clty Attorney
to prepare an ordlnance establ~shlng a "2 hour parking between 9
a.m. and 6 p.m., except Sunday, except by permlt" preferentlal
parklng zone on 25th Street between San Vlcente Boulevard and
Car lyle Avenue.
Background
There are eXlsting "2 hour parking between 9 a.m. and 6 p.m.
except Sunday" parklng restr~ctions on 25th Street between San
Vlcente Boulevard and Carlyle. The eXlstlng restrlctlons were
installed a number of years ago 1n response to the res1dents'
complalnts aoout employees of 26th Street ouslnesses parklng
on-street all day and tdklng up the available on-street parking.
The restrictlons were lmp1emented before the Clty enacted its
preferential parklng ord~nance.
The eXlsting 2 hour parklng restrlctlons have been effectlve
In contro1llng employees 1n the res~dentlal area. However, the
parklng restrictions do create a hardshlp on the residents and
their guests when they park on-street for periods longer than 2
ho ur s .
The residents petltloned for preferentlal parking so that

Staff has rev~ewed the petition and verif~ed the signatures
for accuracy. Staff dl.d not conduct any parking studies 1n
conJunct~on w1th th1s request because the proposed format for the
preferential parking program is the same as the eX1st~ng park1ng
restrict~ons w~th the exception of exempting res1dents and/or
the~r guests w1th preferential park1ng perm1ts.
No addl.t1onal enforcement would be requ~red because there ~s
an ex~stl.ng 2 hour parkl.ng restr1ctions wh1ch is currently
enforced by pol1ce personnel.
