IntroductlOn
This report recommends the Parkmg Authonty adopt a resolutlOn establishmg a parkmg
permit for surface parkmg lots with low Olghttime utllizatlOn between the hours of 6:00
p.m. and 7:30 a.m. Monday through Saturday and all day Sunday.
Background
CIty staff frequently receives complamts regarding the lack of aVialable on-street parkmg
for residents hVIng m the high density areas of the City. ~dany of the multIfamily
dwelling uOlts were built providmg 1-1/2 spaces per dwellmg uOlt. Today the typical
household has two vehicles rather than one. Thus one vehicle must park on-street. Some
older apartment buIldmgs do not even have the 1-1/2 spaces per dwellmg Unit and the
vast majorIty of the residents are dependent upon on-street parkmg.
The Parkmg Authority has several lots that have little or no mghttime use. These 10IS
are Lot 3 In the 1100 block of Third Street and Lot 4 m the 1100 block of Fourth Street.
These lots are adjacent to high denSity residential areas and have lights for nighttime
use. Several requests to use Parkmg AuthorIty lots at mght have been received from
reSidents hvmg near these lots.
Staff proposes that a parkmg permlI be established to enable reSIdents to park on these
lots betweeen the hours of 6:00 p.m. and 7:30 a.m. Monday through Saturday and all day
on Sunday. The proposed fee IS $10.00 per month.
The proposed hours the permit wIll be in effect will not adversely affect the daytime use
by the employees and customers of area busmesses.

Fiscal/Budget Impact
It is estimated that 20 people will purchase the permIts. ThIS wlll result m an annual
mcrease of $2~400 m revenues for the Parkmg Authonty. Upon Authority approval, FY
1985-86 revenue account 77-926-260-000-000 should be increased by $ 2,40 Q.

A RESOLUTION OF THE PARKING AUTHORITY OF THE
CITY OF SANTA MONICA ESTABLISHING A PARKING

ON SUNDAY.

WHEREAS, the Parking Authority has several lots which
have low or no nlghttlme use; and
WHEREAS, the City Parking and Traffic Engineer has
determined the nighttime use by residents will not adversely
affect area businesses,
NOW, THEREFORE, THE PARKING AUTHORITY OF THE CITY OF
SANTA MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The parking Authority establishes a park1ng
permlt for surface parking lots between the hours of 6 pm and
7:30 aw, Monday through Saturday and all day on Sunday.
SECTION 2. The permit fee will be $10.00 per month.
SECTION 3. The permit will only be valid 1n lots
determined by the City Parking and Traffic Engineer WhlCh will
not adversely affect area business during the hours which the
permit wl11 be 1n effect.
SECTION 4. The number of permits to be issued shall
not exceed 20.
SECTION 5. The Executive Secretary shall certify to
the adoption of this Resolution, and thenceforth and thereafter
the same shall be 1n full force and effect.
