Subject: Establishment of Preferential Park1ng Zones on Cedar, P1ne, and
Maple Avenues between the alley east of Lincoln Boulevard and
10th Street, and on Lincoln Boulevard between Pine Street and
Ocean Park Boulevard.

This report recommends City Counc1l approve an ordinance establishing a
preferential parking zone on Cedar, Pine. and Maple Avenues between the
alley east of Lincoln Boulevard and 10th Street (Attachment 1), and on
Lincoln Boulevard between Pine Street and Ocean Park Boulevard.
Background
On Apr1l 22, 1980, City (ounc11 adopted an enabling ordinance to establ1sh
preferentlal parking zones. The cr1terla to establish preferent1al parking
zones shall be based on the following:
1. Non-residential vehicles interfere with the use of the major1ty of avail-
able public street or alley parking spaces by adjacent residents;
2. The interference by non-resldent vehicles occurs at regular lntervals;
3. Non-reSldentlal vehicles parked in the area of the proposed zone cause
or are the source of unreasonable nOlse. traffic hazards, environmental
pollutlon, or devaluation of real property;
4. rJo unreasonable d1splacement of non-resident vehicles will result 1n
surrounding nelghborhoods;
5. A shortage of reasonably avallable and convenient resldentlal related
parking; and
6. Alternatlve solutions are not feasible or pract1cal.
Staff has received and verlfled the petltion signed by at least two th1rds
of the dwelling units comprising not less than 50 percent of the developed
frontage of the areas proposed for des1gnation. Staff has completed sur-
veys and stud1es of the subject area. We have adv1sed the representative
of the pet1tioners of h1S responsibl1ity of notifY1ng all affected resldents
and of presenting veriflcatlon of such notlflcatlon to the Parking and Traffic
Engineer prlor to tonlght's meeting.

Staff conducted parking surveys to determ1ne the effect of non-resident1a1
vehicles park1ng within the study area between 8 a.m. and 10 p.m. (Attachment
2). The surveys 1nd1cate the majority of on-street parking 1S used by non-
res1dentia1 vehicles. Many of these vehicles may be attr1buted to the Buggy
BU11ders automobile repair uSlng Maple Street to park veh1cles and the Honda
Service Center parking veh1cles on Cedar Street. The survey d1d not indi-
cate non-res1dent vehicles using P1ne Street as much as on Cedal and Maple
Streets. However, Staff believes 1f P1ne Street is not included 1n the pre-
ferential parking zone the parking problems on Cedal and Maple Streets will
be relocated to P1ne Street.
Staff has determ1ned there 1S a shortage of reasonably available and conven-
ient on-street park1ng 1n the proposed preferential parking zone. The only
alternatlve solution is to post 2 hour parklna restrlctions. ThlS ~ay reduce
the problem of non-reisdent1al vehicles lf the restrictions could be proper-
lyenforced. The restrictions would also penalize the area residents by
requiring them to relocate their automobiles every two hours.
Staff has also rece1ved a request from John Muir School to help a11evlate
their parking problems. Presently all of their Staff 1S requ1red to park
on the school grounds due to existing parking restrictlons adjacent to the
school, and the large number of volkswagons Wh1Ch are parked along Llncoln
Boulevard. There is a 2 hour parking restrlctlon between 9 a.m. and 6 p.m.
However, Staff cannot enforce the two hour restriction until 11 a.m. and by
then most of the vehlcles are moved. By 11 a.m. all the School Staff has
arrived and is unable to park anywhere other than on the shcool grounds.
Staff proposes to establish a preferent1al parking zone on Cedar, ~1aple, and
Pine Streets between 7 a.m. and 6 p.m. weekdays. It should be noted the
Pentecostal Church is located at the 1ntersection of Cedar and 10th Streets.
The proposed preferential parking zone will have a m1nima1 impact on the
Church's activities. In add1tion, Staff proposes a preferential parking
zone be establlshed on L1ncoln Boulevard between P1ne Street and Ocean Park
Boulevard between 7 a.m. and 4 p.m., school days, to facilitate Muir School
Staff on-street parking.
It is estimated the parking permits will cost $10 per permit annually.

It is recommended Clty Council instruct the City Attorney to:
1. Prepare an ordinance establishing a preferential parklng zone on Cedar,
Pine, and Maple Streets between the alley east of Lincoln Boulevard and
10th Street during the hours of 7 a.m. to 6 p.m., and on Lincoln Boule-
vard between Pine Street and Ocean Park Boulevard durlng the hours
between of 7 a.m. to 4 p.m., school days.
2. Establish the annual parking permit fee at $10.
